Description
This is a combine synopsis solicitation/notice of intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this FAR notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This requirement is being issued as a sole source Notice of Intent under NOI8228. Only one responsible source and no other supplies or services will satisfy agency requirement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-22. This acquisition will be processed under Simplified Acquisition Procedures (SAP) The North American Industry Classification System (NAICS) code for this acquisition is 493120 and the Small Business Size standard is $23.5 Dollars. The National Institute of Allergy and Infectious Diseases (NIAID) have a requirement to procure temporarily freezer storage and inventory services (as needed) from Fisher Bioservices. Dedicated Walk-In Unit (700 cu fl) additional Walk-in for Inventory Services, dedicated Walk-in Unit (700 c ft)-Extension of current Walk-in for 1 month. Fisher Bioservices is a functional repository with services encompassing all aspects of specimen processing and collection, clinical trial management, biological reposition operations, worldwide distribution services and constant temperature transports of bulk lots throughout the United States and Canada. Fisher Bioservices, will perform a step by step procedure in which they would inventory a set of larger boxes at a time. There will be an initial labeling (numerical sequence) of the boxes. The repository technician will provide a summary of the contents (an excel spreadsheet) of each box to the Chief of Epidemiology Section Lab. Information will be provided on a periodic basis; to the Chief of Epidemiology Section. The Chief of Epidemiology Section will decide whether to keep the samples or discard them due to their current condition or requirements. Transportation Services of entire dedicated walk-in, transport from 12401 Washington Avenue, Rockville, MD 20852 to NIH, Building 14A, A 3 rd Floor, Bethesda, MD. The FOB Point shall be Destination, Rockville MD. 20852. This will be a firm-fixed price contract. The Government intends to make an award to the responsible Offeror whose offer is most advantageous to the Government. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition; FAR 52.225-1 Buy American Act; FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; FAR 52.212-4 Contact Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; FAR 52.212-2 Evaluation Commercial Item; and FAR 52.406-7 Central Contractor Registration (2003). (B) (1) By submission of an offer, the Offeror acknowledges the requirement that a prospective awardees shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
