LAYBERTH SERVICES FOR LARGE MEDIUM SPEED ROLL ON ROLL OFF (LMSR) SHIPS SOL N00033-08-R-5301, POC Sandra Royal, 202-685-5838: The Surge Project Office, Code PM53, of the Sealift Program, Military Sealift Command Headquarters in Washington, D.C., seeks to acquire layberth services for one lot (up to 2 LMSR ships) on the U.S. West Coast, in the geographic region no further north than Puget Sound, no further south than San Diego, CA. The period of performance is for ten years (a one-year base period plus nine one-year options) with performance periods beginning on 01 October 2008. The procurement method will be full and open competition. The NAICS code on this solicitation is 488390 with a small business size standard of $6.5M per year. Estimated Request for Proposal (RFP) issuance is approximately 15 April 2008 with an anticipated closing date in 20 May 2008. Award is estimated by 30 September 2008. The layberth period of performance will occur as soon as practicable after award and will be determined after reviewing MSC needs and contractor capabilities.
