Description
Marine Corps System Command, Program Manager for Training Systems (PM TRASYS), is issuing this Sources Sought Notice to identify potential Vendors capable of the fabrication, delivery and installation of fifty (50) target carriages for an existing known distance (KD) rifle range at Camp Schwab in Okinawa, Japan, and twenty-six (26) target carriages for an existing known distance (KD) rifle range at Kaneohe Bay, Hawaii. KD rifle target carriages are counter-balanced carriages that hold two 72”x72” targets connected by chain and sprocket so that when one is lifted the other is down. The frames are constructed of wood 2”x2” frame with Coroplast backing attached to a 2”x4” upright. The carriage is approximately 84” in width, 23” in depth and 107.5” in height. They are bolted to an existing concrete pad. The chain and sprocket must be heavy duty with replaceable links and be made of stainless steel to resist corrosion. All other steel must be galvanized to resist corr! osion from high humidity and salt air. As this is a manual system, the targets must move with minimal effort and move smoothly even in windy conditions. Metal to metal contact must be accomplished by neoprene rollers with greaseless bearings. Counter-weights must be included with each carriage to replace one of the targets to allow use of only one target vice two when necessary. The carriages must be anchored and braced sufficiently to withstand tropical storm winds up to 130 knots with the targets removed. A Contractor representative is required to take a post award trip to Okinawa and Hawaii to meet with PMTRASYS and Range Personnel to validate the dimensions and measurements of the carriages on both ranges. The Contractor shall furnish the necessary services, supplies, FOB destination delivery to Camp Schwab at Marine Corps Base Camp Butler, Okinawa, Japan, and Marine Corps Base Kaneohe Bay, Hawaii. Off Loading, installation and assembly is required by the contractor. Contract will include removal of existing target lifters. This award will be approximately $209,000 with an anticipated delivery date of 90 days after contract award. This is not a request for quotations or an announcement of a forthcoming solicitation. It should not be construed as a commitment of any kind by the US Government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. Written response is requested within 15 days after publication of this notice. The Marine Corps reserve the option to purchase additional target carriages and supplies from the approved vendor for sites aboard other Marine Corps facilities. This request is for all Commercial Off the Shelf (COTS) and Non-Developmental Items (NDI).
