Description
Marine Corps System Command, Program Manager for Training Systems (PM TRASYS), is issuing this Sources Sought Notice to identify potential Vendors capable of providing enhancement for a MOUT type Range Facility. The enhancement consists of a new pneumatic, reactive target system for the Dodge City Urban Sniper Range at Stone Bay Rifle Range Complex on Marine Corps Base Camp Lejeune, NC. The target system will consist of two (2) running targets 50 feet in length and four (4) bi-directional shoot-no-shoot targets. The two (2) running target systems shall be emplaced on concrete slabs furnished by the Contractor, and the four (4) bi-directional shoot no shoot target systems will be placed behind four (4) existing wooden facades. All Targets are required to have ballistic shields capable of sustaining hits up to.50 Cal. Rounds that will protect the exposed conduits, wires and operating systems. Different types of lighting placed on Three (3) existing poles are required in order to create, and or change the casting of shadows while shooting at night. The lights shall have adjustable illumination consisting of at least two (2) different intensities. Each pole shall have an array of three (3) lights pointed in different directions. Each light must be independently operated. This arrangement should give the users the ability to change shadows and target illumination (front/backlight). The light controllers shall be located at the base of the range adjacent to the 6 story sniper tower. The Contractor shall furnish the necessary services, supplies, FOB Destination delivery to the range and travel required to perform, at Stone Bay Range, Camp Lejeune, NC, the installation of the Target System that will be operated by a tough book Laptop control station or equivalent. The targets must be capable of working individually, in groups, in sequence or simultaneously. The targets must be controlled from a single location. The Contractor is responsible for all site prep work including leveling, concrete pads, conduit work, trenching and running of wires that are needed for the target systems. The Contractor is responsible for running the power cable from a common junction box to each target within conduits. The common junction box should be located outside the range footprint. Base personnel will be responsible for pulling power from the electrical source to the junction box. This award will be approximately $50,000 with an anticipated delivery date of 90 days after contract award. This is not a request for quotations or an announcement of a forthcoming solicitation. It should not be construed as a commitment of any kind by the US Government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. Written response is requested within 15 days after publication of this notice. The Marine Corps reserve the option to purchase additional target systems and supplies from the approved vendor for sites aboard other Marine Corps facilities. This request is for all Commercial Off the Shelf (COTS) and Non-Developmental Items (NDI).
