- Notice of Intent to Award a Sole Source Procurement. TheGovernment intends to issue a sole source contract for the privatizationof the electric distribution system for the Indiana Air National GuardBase (ANGB) located at Fort Wayne InternationalAirport (IAP), to Indiana Michigan Power. Privatization is defined asthe transfer of ownership and responsibility for the operations,maintenance, repair, future upgrades, and future utility systemreplacements. Indiana Michigan Power (Contractor) will assume ownership of the above-mentioned utility systems and will berequired to provide expansions to the system to meet future needs of thegovernment. The resulting contract, if awarded, will require theContractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate theutility system. The Contractor shall manage the maintenance, repairs,replacement, etc., of the system to ensure continuous, adequate, anddependable service for each Government or tenant connection within the service area. The Contractor shall beresponsible for funding all capital investments required to acquire,maintain and operate the utility system in a safe, reliable conditionand to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award ofthe contract. The waste water system being privatized is described asfollows: The 122nd Fighter Wing (FW) of the Indiana Air National Guardoccupies 166 acres of leased land on the Fort Wayne International Airport (IAP), located approximately three milessouth of downtown Fort Wayne, Indiana. The mission of the 122nd FW isto achieve and maintain the level of operational readiness that willprovide trained and equipped combat-ready tactical units, capable of global deployment, ready for immediateintegration into the active Air Force to assure air offense, airdefense, or joint action with ground forces. The unit currently fliesthe F-16C Falcon. The 122nd FW occupies 15 administrative, and 18 industrial buildings totaling approximately 400,000 squarefeet with approximately 287 full-time personnel. This includes three newbuildings currently under construction. A unit training drill isconducted twice a month and results in a surge of up to a total of 974 personnel. Power is provided by IndianaMichigan Power and enters the base and is metered at one location. Itis delivered and distributed at 11.47 (kV) through a looped system withsome branches. The primary distribution system consists of approximately 2,300 linear feet of 3-phase overhead andapproximately 8,800 linear feet of underground circuits rated at 15 kV.The underground circuits are in duct banks buried at an average depth offive feet and are marked with tracer wire.Multiple branches feed 26 three phase pad mounted transformers rangingfrom 50 to 1,000 kVA and four single phase transformers ranging in sizefrom 10 kVA to 50 kVA. The system includes 16 wood utility poles, 10switches used for the underground system, and 16 overhead fuses. Base personnel indicate the capacity of thecurrent system is adequate for present and future needs. Competitiveproposals were requested in 2002 and no offers were received. Thisnotice is not a request for competitive proposals.The proposed contract action is for services for which the Governmentintends to solicit and negotiate with only one source under theauthority of DoD Utility Privatization Policy dated 2002. However,interested persons may identify their interest and capability to respond to the requirement. This information shall include:confirmation of your understanding that the requirement includespurchasing the distribution system, and then entering into a 50-yearcontract for the operation, maintenance, repair and replacement of the systems; furnish us with references indicating yourprior experience operating, maintaining, repairing and replacing suchsystems; and indicate how you would meet the emergency response time requirement of onehour. All responses received within ten calendar days after date ofpublication of this synopsis will be considered by the Government. Adetermination by the Government not to compete this proposed contract based upon responses to this notice is solelywithin the discretion of the government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement.
