- Notice of Intent to Award a Sole Source Procurement. TheGovernment intends to issue a sole source contract for the privatizationof the waste water distribution system for the Indiana Air NationalGuard Base (ANGB) located at Fort Wayne International Airport (IAP), to the City of Ft Wayne. Privatization is defined asthe transfer of ownership and responsibility for the operations,maintenance, repair, future upgrades, and future utility systemreplacements. The City of Ft Wayne (Contractor) will assume ownership of the above-mentioned utility systems and will berequired to provide expansions to the system to meet future needs of thegovernment. The resulting contract, if awarded, will require theContractor to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate theutility system. The Contractor shall manage the maintenance, repairs,replacement, etc., of the system to ensure continuous, adequate, anddependable service for each Government or tenant connection within the service area. The Contractor shall beresponsible for funding all capital investments required to acquire,maintain and operate the utility system in a safe, reliable conditionand to meet the requirements listed in the contract. The utility system will be conveyed via a Bill of Sale upon award ofthe contract. The waste water system being privatized is described asfollows: The 122nd Fighter Wing (FW) of the Indiana Air National Guardoccupies 166 acres of leased land on the Fort Wayne International Airport (IAP), located approximately three milessouth of downtown Fort Wayne, Indiana. The mission of the 122nd FW isto achieve and maintain the level of operational readiness that willprovide trained and equipped combat-ready tactical units, capable of global deployment, ready for immediateintegration into the active Air Force to assure air offense, airdefense, or joint action with ground forces. The 122nd FW occupies 15administrative, and 18 industrial buildings totaling approximately 400,000 square feet with approximately 287 full-time personnel.This includes three new buildings currently under construction. A unittraining drill is conducted twice a month and results in a surge of upto a total of 974 personnel. The Ft Wayne IAP (ANG) wastewater collection system operates via a combination ofgravity flow and force mains and exits the base at one location. Thewastewater collection system consists of approximately 340 linear feetof concrete pipe, 1,100 linear feet of reinforced concrete pipe, and 5,400 linear feet of vitrified clay pipe.Pipes range in size from six to twelve inches. Pipe depth ranges fromfour to twelve feet without tracer wire or warning tape. The systemincludes five lift stations and twelve manholes ranging from eight to twelve feet in depth. Base personnel indicate thecapacity of the current system is adequate for present and future needs.Competitive proposals were requested in 2002 and no offers werereceived. This notice is not a request for competitive proposals. The proposed contract action is for services forwhich the Government intends to solicit and negotiate with only onesource under the authority of DoD Utility Privatization Policy dated2002. However, interested persons may identify their interest and capability to respond to the requirement. Thisinformation shall include: confirmation of your understanding that therequirement includes purchasing the distribution system, and thenentering into a 50-year contract for the operation, maintenance, repair and replacement of the systems; furnish us withreferences indicating your prior experience operating, maintaining,repairing and replacing such systems; and indicate how you would meetthe emergency response time requirement of one hour. All responses received within ten calendar days after date ofpublication of this synopsis will be considered by the Government. Adetermination by the Government not to compete this proposed contract based upon responses tothis notice is solely within the discretion of the government.Information received will normally be considered solely for the purposeof determining whether to conduct a competitive procurement.
