- Competitive Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) No. FA7014-08-T-A003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. The North American Industry Classification System code is 611430 at $6.5 M size standard. LINE ITEM 0001: Training/Seminar FFP Managing Workflow, Projects and Priorities on April 17th & 18th, 2008 from approximately 0800-1600. The item description is as follows: The Government intends to award a Training Seminar Service contract to be held on Andrews AFB, MD. The Contractor shall provide a two-day seminar that delivers the core self-management methodology to handle today's intensity and volume of communication, workflow, and responsibility. The Training will start at approximately 0800 on 17 April 2008, and conclude at approximately 1600 on 18 April 2008. The training session will be designed to introduce a revolutionary, intuitive approach to maintain a clear headed executive focus in a world of ambiguity and overwhelming commitments. The out come of the seminar will be to transform organizational cultures and many lives. The seminar will contain, but is not limited to the following topics: Outcomes and Actions, Using Collection Tools, Fundamental Process, Personal Management tools, Fundamental and Expanded Systems, Total Workflow Integration, Critical Success Factor, Eliminating Procrastination, Criteria for Choosing Action, How to Filter Information, Solution vs. Limiting Focus, Brainstorming Tools, Use of Creative Analysis, Open vs. Critical Styles, Natural Planning vs. Normal Planning, Projects and Personal Systems. FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration, (IAW FAR 4.1201 prospective contractors must be registered in the Online Representative & Certification Application (ORCA) at http://orca.bpn.gov ) The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Late offers - Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follows: 52.252-1, 52.252-5: (b) DFARS (Chapter 2), and 252.225-7000. Offeror must include, with its offer, a completed copy of provision FAR 52.212-3 in full text. FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. Addendum to FAR Clause 52.212-4 applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
