- The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with Pacific Legal Litigation Support Services, Portland, Oregon, a Firm Fixed-Price Purchase Order for the conversion of 80,000 paper and electronic documents into a uniform, labeled set of digitized documents in TIFF file format, ready for placement into a searchable database. In addition, the contractor will add codes reflecting document information, including bates numbers, document dates, document type and title as required. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The U.S Attorney's Office and the legal defense team have entered into an agreement to use Pacific Legal for scanning services; contracting with separate vendors at this point in the proceedings could cause inconsistencies in how the documents are scanned, identified and organized. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by April 11, 2008 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Requests to be considered must include a full capability statement and must be received no later than Friday, April 11, 2008 at 4 pm PST. **Questions must be emailed to Ashley Loper at Ashley.Loper@irs.gov or Kathleen Spinetti at Kathleen.M.Spinetti@irs.gov not later than Friday, April 11, 2008 at 4 pm PST. Questions received by fax or telephone will not be accepted or acknowledged. The Government anticipates an award date on or about Wednesday, April 16, 2008. The Government will not be responsible for any costs in preparation of responses to this announcement.
