Description
PRE-SOLICITATION NOTICE. PROCUREMENT IS UNRESTRICTED, FULL AND OPEN COMPETITION. NAICS Code: 236220, Size Standard $31 million. PROJECT MAGNITUDE: Between $5,000,000 and $10,000,000. The Department of Homeland Security, Federal Law Enforcement Training Center, Glynco, Georgia, is hereby notifying interested vendors of its intent to issue RFP HSFLAR08R00002 for Construction of a Multi-Activity Complex (MAC) at its training center located in Artesia, New Mexico. The facility is approximately 37,750 square feet (SF). The MAC consists of two buildings: an Office Building (31,090 SF) and an Armory (6,660 SF). The contract includes site preparation, construction of a two story structural steel office building with a slab on grade and spread footings, non-load bearing steel stud walls with a combination of masonry veneer and EFIS system exterior, steel deck roof supported by steel joists with tapered insulation and membrane roof. The project also includes construction of a single story, reinforced, load bearing CMU Armory with a slab on grade and spread footings. Exterior walls include a masonry veneer. Roof structure consists of steel deck and concrete supported by long span steel trusses with tapered insulation and membrane roof. The project includes all exterior civil and utility work; and all interior, architectural, structural, mechanical, plumbing, and electrical work to provide a complete and useable facility. Fire protection sprinkler systems, fire alarm, security alarm, and telecommunication (data and voice) systems shall be provided and tied into the FLETC Artesia campus main systems. Bituminous paving and concrete sidewalks are also included in the contract. The procurement will be solicited using Tradeoff methodology as outlined in FAR Part 15, based on trade-off between technical qualifications and price, resulting in the Best Value to the Government. Criteria on which firms will be evaluated will be detailed in the forthcoming solicitation. The Government intends on award of a single firm-fixed price construction contract resulting from this solicitation. The solicitation package will be posted to the Federal Business Opportunities website around, April 25, 2008 and will contain detailed proposal submission requirements and the plans and specifications. The contractor is responsible for checking the website regularly for the solicitation and subsequent amendments. Scheduling of a pre-proposal site visit is anticipated with details to be outlined in the solicitation package. The Government anticipates significant subcontracting opportunities with this action.
