Description
The Olympic National Forest, Washington, intends to acquire by contract flood damage repair on Forest Service Road No. 24 at: M.P. 13.9 & 14.0; with Option Items; (1) M.P. 14.4, Bear Gulch Day Use Area; and (2) M.P. 14.5. Period for performance is from MAY 01, 2008, to JUNE 30, 2008. Work at M.P. 13.9 & 14.0 includes: hauling materials, spot surfacing, and grading. Option 1, M.P. 14.4 includes: hauling materials, spot surfacing, culvert installation and removal for by-pass diversion, and culvert cleaning. Option 2, M.P. 14.5 includes: hauling materials, spot surfacing, culvert installation and removal for by-pass diversion, culvert removal and culvert installation. Project location is northwest of Hoodsport, Washington. Project Manager is Art Gibson, (360) 765-2212. The government will proceed to issue a solicitation in accordance with FAR Part 12. This procurement is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on price, experience, and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. The government estimated value is between $100,000 and $250,000. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about APR 07, 2008. A site visit will be conducted at 0900 hours, on Friday, APR. 18, 2008, at Road 24, M.P. 10.4, which is the location of the access gate. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
