Description
THE PURPOSE OF THIS AMENDMENT IS TO REVISE THE PROPOSED TASKS AND EXTEND THE RECEIPT DATE FOR QUOTATIONS TO THURSDAY, MAY 1, 2008. A SECOND AMENDMENT IS FORTHCOMING THAT WILL ADDRESS PRICING ISSUES. The National Library of Medicine (NLM) intends to procure technical and programmatic support services in support of the Division of Specialized Information Services' (SIS) outreach projects, including environmental health information, Tribal projects, international projects and outreach and health information technology initiatives of Historically Black Colleges and Universities, other minority educational institutions and other special populations. The mission of the National Library of Medicine is to collect, organize, preserve, and disseminate the world's biomedical information. In addition to traditional library activities related to reference services and collection development, library develops a wide variety of electronic resources to meet the needs of various constituencies. The Library also conducts outreach to these user communities to make them aware of the Library's resources and services and to develop their capacity to use them effectively. The Division of Specialized Information Services coordinates the development and operation of specialized information services throughout the NLM; plans, develops,and operates a National Environmental Health and Toxicology Information Program; develops and administers a program to organize and analyze published information on the effects of drugs and chemicals on mankind; develops and implements information programs in HIV/AIDS, consumer health, minority health and health disparities; and plans and operates an office supporting NLM's programs in disaster information. The main objective of the proposed work is to: Increase awareness and use of NLM's medical and health information products and services, especially within minority and other special populations (e.g., public health workforce, emergency responders, HIV/AIDS impacted, etc.) in order to increase the use of electronic health information resources, strengthen and modernize biomedical research, training and applications and reduce health disparities. There are three major activities to be accomplished: Task 1: Identify opportunities to increase awareness and use of SIS and other NLM information, databases and other services and products among minority and other special populations. This task includes seeking out and identifying potential partners for SIS and NLM outreach projects or programs such as American Indian and Alaskan Native tribal leaders, tribal orgnaizations, tribal health organizations, Native Hawaiian leaders and health organizations, Minority Serving Education Institutions, K-12 programs, public health agencies and organizations (particularly those serving refugees, immigrants or the disabled), disaster preparation, management and response agencies and teams, and other potential users of NLM and SIS resources and training. Task 2: Provide technical and programmatic support in support of SIS outreach projects, including the Environmental Health Information and Outreach Project,Tribal projects,international projects, and outreach and health information technology initiatives of Historically Black Colleges and Universities and other Minority Educational Institutions and other special populations. When necessary, and on behalf of SIS, conduct or participate in assessments of these programs. This task may include participating in the development of programs for or with these groups. All programs are health information or health information technology-related activities. In some cases, the contractor shall implement programs independently, after they have been developed in conjunction with NLM staff. The contractor may also conduct program assessments or evaluations, write reports, provide background research, etc. The contractor may assist in providng on-the-ground technical support and guidance during the implementation and conduct of a project. This may require site visits and meetings held remote from NLM. The goal of these site visits and other interactions, is to provide support, direction and guidance to outreach activities promoted and supported by NLM. Working with special populations is often difficult and requires a substantial amount of direct interaction. In addition to the goal of improving health through these outreach projects, the role of the contrator is to help these instutions, agencies and organizations develop the capacity to do this work independently. Task 3: Provide technical and programmatic support to SIS, the NLM Office of the Director, and other NLM components, in collaboration with other federal agencies, including the National Aeronautics and Space Administration, the Department of Health and Human Services Office of Minority Health, Office of Global Health Affairs, and the Office for the Advancement of Telehealth. This task includes assisting with the development, implementation and conduct of programs and projects that focus on the use of health information technology to achieve the goal of improving use of and access to such technology and related health information. This includes alerting NLM staff about new technologies and new implementations related to telehealth, such as the use of the Internet for video medical interpreting over distance, use of GIS technology for community empowerment and health planning, and the use of virtual worlds and other Web 2.0 tools. All such endeavors are for the purpose of developing capacity in special populations to use these tools and to improve their health through the use of health information technology. The contractor will implement specific tasks as defined above during the period of performance. The contractor shall implement these tasks with minimal direction, but in close collaboration with the government. The government shall provide the contractor access to relevant SIS and NLM information and staff. The contractor shall meet with selected members of the SIS leadership team on an as needed basis. Meetings will be held at the NLM site, and/or via teleconferencing. (All resulting software and reports will become the property of the Government.) The(database/products/reports) delivered by the contractor will be reviewed and approved for acceptance by the Project Officer upon delivery by the contractor. This is a combined synopsis/solicitation for Commercial Items, prepared in accordance with the format in FAR 12.6,as supplemented with additional information included in this notice. This notice constitutes the only solicitation and NLM does not intend to issue a separate written solicitation. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541690 and the business size standard is $6.5 MIL. This is a 100% small business set-aside. NLM anticipates that award will be made on or about June 1, 2008. The period of performance will be for one year from date of award, with four (4) one-year options. The place of performance will include NIH and offsite (including contractor facility). Quotations should include a narrative of experience. The technical portion of quotations will receive paramount consideration in selecting a vendor. However, cost/price will also be a significant factor in the event that two or more vendors are determined to be essentially equal following the evaluation of technical factors. The following technical evaluation criteria will be used in evaluating offers: Criterion 1: Relationships with specific populations and organizations (40%): Evidence of established significant and ongoing relationships with the populations and organizations with which NLM is particularly interested working on health information outreach. These populations include Native American (American Indians, Native Alaskans, Native Hawiians), refugees, African American and others. The organizations include those associated with the specific populations, minority serving education al institutions, appropriate offices in federal agencies and international organizations. Criterion 2: Knowledge of SIS and NLM (35%): Familiarity with NLM and SIS products and services, including an understanding of the various uses to which they might be put, how the various populations might use them, and how they fit with other health information, health promotion, and health care activities going on in minority populations of specific interest to NLM. Criterion 3: Evaluation and Analysis (15%): Minimum 3-5 years experience and expertise in assessment and analysis of health information and outreach programs and activities, including telehealth, and minority programs. Criterion 4: Past Performance (10%): Vendor has demonstrated a commitment to customer satisfaction and timely delivery of high quality products and services. Vendors must submit a list and description of at least three contracts completed during the past three years and all contracts currently in process. Vendor will be evaluated on (a) record of conforming to specifications and to standards of good workmanship; (b) adherence to contract schedules, including the administrative aspects of performance; (c) reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and (d) business-like concern for the interests of the customer. The solicitation incorporates the provisions at FAR 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (November 2007) - DEVIATION FOR SIMPLIFIED ACQUISITIONS, and at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS (November 2007) - WITH DUNS NUMBER ADDENDUM [52.204-6 (October 2003)]. The resulting contract will incorporate the requirements of the following clauses and provisions: FAR 52.212-4, CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS (February 2007), and the requirements contained in paragraphs (a) and (d) of the clause at FAR 52.212-5, CONTRACT TERMS AND CONIDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS - COMMERICAL ITEMS (February 2008) - DEVIATION FOR SIMPLIFIED ACQUISITIONS. The contract will also incorporate the following FAR clauses cited in paragraphs (b) and (c) of the latter clause: FAR 52.222-26, EQUAL OPPORTUNITY; FAR 52.222-35 AFFIRMATIVE ACTION FOR SPEICAL DISABLED AND VIETNAM ERA VETERANS; FAR 52.22-36, AFFIRMATIVE ACTION FOR HANDICAPPED WORKERS; FAR 52.222-37; EMPLOYMENT REPORTS ON SPECIAL DISABLED VETERANS OF VIETNAM ERA; AND FAR 52.225-3, FAR 52.212-2, EVALUATION - COMMERICAL ITEMS (January 1999) and FAR 52.217-5, EVALUATION OF OPTIONS.
