- The General Services Administration (GSA) has a requirement for the selection of a quality contractor to perform the Installation of New Wheelchair Lift project at the United States Post Office and Courthouse (POCH), located at 7th and Grant Street, Pittsburgh, PA 15222. The project is to be awarded as a firm fixed price contract. The project is for the installation of a Government furnished electric wheelchair lift. The work includes, but is not limited to: possible asbestos work, minor electrical work, structural demolition, new structural work, drywall installation, concrete work, and painting. The period of performance is 120 days. The estimated cost of construction is between $25,000.00 and $100,000.00. It is GSA's intent to solicit this requirement through a Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside utilizing Lowest Priced Technically Acceptable (LPTA) Source Selection procedures. The LPTA method, FAR 15.101-2, has been determined by the GSA Project Team to be in the best interests of the Government. The NAICS for this procurement is code 236220. The resultant contract will be a firm fixed price contract. Award may be made without discussions. For this procurement the GSA Project Team shall evaluate all properly received offers consistent with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection process. As defined in FAR 15.101-2 (a) the Lowest Price Technically Acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. FAR 15.101-1 (b) (1) states that the evaluation factors and significant sub factors that establish the requirements of acceptability shall be set forth in the RFP. The GSA Project Team shall utilize the following factors as the requirement for acceptability: 1. Past Performance, and 2. Management and Key Personnel Qualifications. This procurement is being solicited as a SDVOSB set-aside. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-proposal conference will be held at the POCH Building at a date to be determined.
