Description
The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Illumina, San Diego, CA for the following: Human 1M-Duo v2.0 DNA Analysis Kit (96), #WG-311-1103 for 4 each; Human 1M-Duo v2.0 DNA Analysis Kit (48), #WG-311-1102 for 1 each; Human 1M-Duo v2.0 DNA Analysis Kit (8), #WG-311-1101 for 1 each; Multi-Sample Robotic Tip Guidance Hardware, #SE-104-1002 for 1 each including shipping & handling charges. Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253 (c) (1), FAR 6.302-1 (b) (1). The cited authority is applicable because Illumina is the only source that can fulfill the requirements of this contract. These Beadchips are in-situ synthesized oligo microarrays. They consist of microscope slides arrayed with approximately 1,000,000 target sequences. Each slide contains 2 arrays, allowing 2 experiments to profile genome-wide DNA variants on a single chip. These Human 1M-Duo DNA Analysis BeadChips are truly an unique and advanced approach to addressing sensitivity and resolution issues in SNP and CGH analysis. Illumina went to great lengths in the design of these arrays to validate and optimize the performance of the oligos on this array to guarantee their high quality. The dense placement of elements allows interrogation of over 1,000,000 regions of interest in a single experiment, achieving greater density across the genome than previously possible. The sensitivity of the design allows performance unavailable through any other commercial source. Illumina is the sole source for Beadstation and Genome Analyzer I & II Genotyping/Sequencing supplies. A market search revealed no other suppliers. The period of performance is 2-3 months. The North American Industry Classification (NAICS) is 621511 and the size standard is $12.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement. Award will be made on an all or none basis to the lowest priced, technically acceptable vendor.
