The Centers for Disease Control and Prevention (CDC) announces its intention to negotiate a cost plus fixed fee completion form type contract to implement and evaluate the newly developed Graduated Driver Licensing (GDL) Planning Guide in two states selected by CDC with input from the contractor. Preference will be given to states (1) with fair or marginal GDL systems, according to Insurance Institute for Highway Safety criteria, (2) with identified leaders in the area of GDL policy change, and (3) that participated in the State and Territorial Injury Prevention Director's Association/CDC Teen Driving Roundtable, held in June 2006. Based on recommendations of an expert meeting that will be held in March 2008, the contractor will develop an implementation plan for assisting states in completing the Planning Guide. To begin the process, key stakeholders from both states will be brought together for a 1-2 day meeting. The purpose of the meeting will be to assist each state in complete the Planning Guide and for states to begin to develop action plans to corrects weaknesses and develop strategies to strengthen their respective states' GDL policy. The contractor will also develop process and outcome evaluation plans to assess the utility of the Planning Guide in identifying states' strengths and weaknesses with respect to improving GDL policies. Following the meeting, states will complete and begin implementation of their action plans with technical assistance from the vendor. As part of the process the contractor will do at least one site visit to each state, provide ongoing technical assistance and conduct follow-up conference calls will take place 6 months after the stakeholders meeting to determine progress toward completion of action plans, provide technical assistance, discuss the challenges each state is facing and solicit any additional feedback about the planning guide process. In addition to 6 month conference calls, the contractor will provide ongoing technical assistance to states with respect to initiating action plans. Based on feedback from state stakeholders, the Planning Guide and process of implementation will be further refined. At the completion of this contract, the contractor will produce a final Planning Guide and implementation plan that will be ready for widespread use. The contractor will also provide a report outlining the strengths and weaknesses of each state and discuss how the Planning Guide identified each state's strengths and weaknesses. Finally, the report will evaluate the success of the implementation plan and discuss whether changes in implementation should be considered. Optional phase II will evaluate an additional 2-4 states. Any changes to the implementation plan or Planning Guide made during phase 1 will be incorporated into phase II. No human subject or OMB clearances are expected as part of this project. The major tasks to be completed under this contract include: 1. Conduct conference call to clarify project objectives 2. Develop evaluation plan for Planning Guide 3. Develop implementation plan for Planning Guide 4. Sign agreement with selected states 5. Identify location and budget for meeting for stakeholders of the two states 6. Convene 1-2 day meeting to assist states in completing Planning Guide and begin development of an action plan, solicit feedback from states about the Planning Guide process,and tool. 7. Complete Planning Guide report in two states and provide documentation of results from Planning Guide 8. Complete site visits to each state to provide technical assistance, to ensure action plan has been completed, and to assist with implementation of action plan 9. Follow-up conference call to determine progress and challenges 10. Complete draft and final written report evaluating the benefits and challenges of conducting and implementing the Planning Guide. Any recommendations for changes to the implementation plan or Planning Guide should be included.. 11. Document with final Planning Guide tool and plan for implementation. 12. Monthly progress reports will be submitted by the 5th of each month, describing progress to date, challenges, technical assistance provided to states, any change in evaluation, implementation, or timeline. The final report and Planning Guide will act as the last monthly progress report. The CDC anticipates a period of performance of an18-month base period, with one 12-month Option. Special note: the CDC previously posted a sources sought synopsis for this requirement on March 12, 2008 with a response date of March 31, 2008. Based on the responses received, the CDC has determined to compete this requirement as a full and open acquistion. This is a new requirement, thus there is no incumbent contractor. This is not a Request for Proposal. The intention of this notice is to notify potential offerors that Solicitation No. 2008-N-10401 will be available for download on the Federal Business Opportunities website at www.fedbizopps.gov on or about April 30,2008. In accordance with FAR 5.203, this requirement is considered a commercial aquisition, and may have a shorter period for issuance of the solicitation. Additionally, all amendments and responses to questions will be posted on the Federal Business Opportunities website. All questions must be submitted in writing to Lionel Nadeau at ftg7@cdc.gov. All responsible sources must be registered in the Central Contracting Registration (CCR) website at www.ccr.gov. No telephone calls will be accepted.
