Description
Public Address Sound System for Andrews AFB Joint Service Open House Body of Synopsis/Solicitation to be entered. 1. COMPREHENSIVE PUBLIC ADDRESS SOUND SYSTEM FOR ANDREWS AIR FORCE BASE JOINT SERVICE OPEN HOUSE. Request for Quotation F1D0228084A003 DUE April 11, 2008, 12:00PM Eastern Standard Time (EST). Point of Contact: Anke Taylor, 301-981-2309, Contracts Manager; Lt Gary Scullin, 301-981-2310, Contracting Officer. 2. This solicitation has been set aside 100% to small business; all responsible sources may submit a proposal (see Numbered Note 1). 3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. 4. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 and Defense Acquisition Circular 20080331. 6. The North American Industry Classification System (NAICS) code is 532490 and the business size standard is $6.5M. 7. FAR 52.216-1 applies. The Government contemplates award of a firm fixed price service contract from this solicitation. 8. Contract Line Item 0001: Quantity/Units-1 Each, Item description: Audio Sound System, see Performance Work Statement. 9. Performance Work Statement: DESCRIPTION OF SERVICES / GENERAL INFORMATION 1. SCOPE OF CONTRACT The contractor shall provide a comprehensive public address sound system to be provided for The 2008 Department of Defense Joint Service Open House (JSOH) at Andrews AFB, MD from 16-18 May 08. The sound system should be professional, high quality and capable of projecting sound across an area approximately 4000' x 1280'. 2. THE CONTRACTOR SHALL PROVIDE THE FOLLOWING: 2.1. A site visit or proponents meeting is scheduled for April 8, 2008 at 10:00 AM (EST). Initial meeting location shall be at 1535 Command Drive, Andrews AFB, MD in Room E209. 2.2. Provide details of the system you will use to distribute the signal, note that wireless is not recommended. 2.3 Provide an 8'L x 12'W x 41"H stage platform with skirting and stairs. 2.4 Please provide a detailed system design showing quantities and location of speakers, with expected coverage results. 2.5 Provide a professional podium. 2.6 Contractor shall ensure that the required equipment is in position and operational not earlier than May 14, 2008 at 12:00 PM (EST) and no later than May 15, 2008 at 9:00 PM (EST), subject to flightline availability. 2.7 Equipment is expected to be used from 7:30 AM (EST) to 5:30 PM (EST) each day of the Open House. 2.8 All equipment must be removed no later than 19 May 08 at 8:00 AM (EST). 3. MANAGEMENT AND STAFF PERSONNEL: The contractor shall: 3.1. Be responsible for making provisions for covering their equipment in situations involving rain or snow. 3.2. Coordinate their services with AFB personnel, video production company, air boss, air traffic control tower, and performers. 3.3. Be responsible for all setup, operation, and tear-down of all equipment required to the scope of work. 3.4. Provide a PDF diagram demonstrating the specific location of all equipment. 3.5 Provide all other equipment including cables, stands, connectors, clips, etc. necessary to deliver service per the scope of work. 3.6 All equipment must be safely secured so as to account for significant wind gusts. 3.7. Invoice all billing via Wide Area Work Flow. Instructions shall be provided in the contract. 4. SYSTEM CAPABILITIES: Contractor shall provide the following sound system capabilities: 4.1 Provide 110db of undistorted sound throughout the air show viewing area which is approximately 4000' wide x 800' deep. However, sound level maximums are enforced and are lower than 110db; it is the responsibility of the technician to monitor levels and report periodically to the Event Producer. 4.2 System must accommodate connection to MP3, IPOD, and other digital format audio players. 4.3 System must accommodate cockpit audio feed from performers. 4.4 System must accommodate audio feed from video production company. 4.5 System must send a balanced audio feed to the video production company. All speaker towers shall receive audio signal via high grade wireless technology - no speaker cables are to be used in the ramp area. 4.6 (16) Output press feed box - balanced XLR outputs and various audio adapters to accommodate various press requirements. 4.7 Ramp area PA speakers. 4.8 All speaker towers shall be self-contained - electrical power must be supplied via individual "low-noise" electrical generators for each tower. 4.9 Fence line PA speakers. 4.10 All wireless technology (specifically the bands and frequencies to be used) must be pre-approved by the AFB before setup. 4.11 All equipment provided must be name brand/model or equal as the Appendix A information listed below with identical capabilities. 5. SECURITY REQUIREMENTS All equipment will be screened and searched at the base gate upon entry. This search will include, but is not limited to a sweep by a military working dog. All supporting personnel are required to undergo a security background check by submitting their full name, date of birth, Social Security Number and Drivers License Number. 10. Contact the POC stated herein for a proposed pricing schedule. In the event unit price(s) and extended price(s) are ambiguous, the Government shall use the indicated unit price(s) for evaluation and award purposes. 11. Period of Performance: CLIN 0001: 16 May 08 - 18 May 08. All equipment must be in position and operational not earlier than 14 May, 2008 at 12:00 PM (EST), and no later than (NLT) 15 May 08, at 9:00PM (EST), subject to flightline availability, and removed NLT 19 May 08 at 8:00AM. Acceptance shall be made at destination. 12. Provisions with addendum. (A) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to Paragraph (b)(10) - Delete entire paragraph. Substitute "Past Performance will not be evaluated." Paragraph (d), Product Sample -delete entire paragraph. Paragraph (e), Multiple offers - delete entire paragraph. Substitute "Offerors shall submit one offer satisfying the requirements of this solicitation. Paragraph (h), Multiple Offers - delete entire paragraph. Substitute "Single Award. The Government plans to award to a single contract resulting from this solicitation." (B) The provision at FAR 52.212-2, Evaluation - Commercial Item applies. Addendum paragraph (a), The Government intends to make a single award to the responsible contractor whose proposal who can fulfill the entire required delivery requirement, in full compliance to all other requirements set forth in the solicitation, who offers the lowest price and most reliable delivery service. The Government reserves the right to judge which proposals show the required capability and the right to eliminate from further consideration those proposals which are considered unacceptable and not capable of being made acceptable without major rewrite or revision. (C) The provision at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items applies. Addendum to Paragraph (b), The following FAR clauses are incorporated by reference: FAR 52.219-6, Notice of Total Small business Set-Aside; FAR 52.222-3, Convict labor; FAR 52.222-19, Child Labor - Cooperation with Authorities and Remedies; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; FAR 52.222-36, Affirmative Action for Workers With Disabilities; FAR 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans. The following DFARS clauses and provisions apply: 252.204-7001, Commercial and Government Entity (CAGE) Code Reporting.
