Requisition Number: FDA1041801 The Food and Drug Administration (FDA) intends to award a purchase order on a non-competitive sole source basis to Matrix Micro Science, 400 Corporate Cir. STE D, Golden, CO, 80401-5652. FDA will purchase the following: 50 MPE50SD (E. Coli O157 kits) 5 ZMUCPT (Mini-Ultra Disposable Supplies) 3 ZCCB (Custom Bead Coating kits) The purpose of the various kits or reagents is to develop methods used for training and the detection of foodborne contaminates which maybe a result of acts of terrorism or natural occurring events that effect our nations food source. The knowledge and information obtained regarding this method for detecting foodborne disease and associated phenomena will enhance CFSAN's ability to protect and enhance the safety of the food supply. Matrix Micro Science is the sole producer of these unique test kits and accessories. We have been unable to find any comparable test kits or substitute. The capabilities of the PE50SD E.coli 0157 test kits are so unique and specific for the FERN detection program. In addition, the methods used in the detection program make reproducibility and ease of use the "gold standard", and this can only be conducted using known and proven methods that have been approved by CDC for all labs in the USA to measure and detect microbial phenotypes. As the only known standard kits capable of providing the capability necessary, the Matrix Micro Science test kit provides uniformity with the de facto international standard for research and rapid response. To select any other kits and reagents would place FDA/CFSAN research in this area out of step with the research community and would reduce both the capability and credibility of research in this critical scientific arena. THIS IS NOT A REQUEST FOR QUOTES. However, sources may submit descriptive literature, fully documenting their capabilities, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. All inquiries must be received by 10:00 AM (1000) EST on 21 April 2008 to the attention of David Kordel, david.kordel@fda.hhs.gov. The FDA intends to make an award immediately after the response date of this notice. The award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures.
