Description
THIS IS A SOURCES SOUGHT ONLY - A solicitation may follow at a later date. FERC began using Geographic Information Systems (GIS) technology over 10 years ago as a tool to help with permit review for hydroelectric power projects. GIS has become an essential tool within FERC, leading to a desire to expand its reach within the organization. In particular, the Office of Energy Projects (OEP) relies on GIS as a core analytical tool for the dissemination of disparate information gathered during regulatory analysis and other tasks. FERC utilizes GIS for the following: - Project boundary delineation; - 3-Dimensional modeling for use with dam breaks and flood studies; - Federal lands review; - Creating maps of recreational facilities; - Utilizing Digital Elevation data for site studies; - Identifying headwater benefits situations; - Engineering hydrologic and hydraulic studies; - Mapping the extent of shoreline erosion; - Evaluating the environmental impacts of natural gas pipeline construction projects; - Publishing cartographic quality maps and graphics; and - Creating display maps for Commission meetings, hearings, and community outreach meetings. By using GIS to perform these critical functions, FERC underscores the value of GIS, and accordingly intends to implement an enterprise GIS system. GIS is currently used at the HQ and 5 Regional Office locations by OEP Staff. The enterprise GIS will allow FERC to expand the use of GIS within OEP as well as to other FERC offices, thereby increasing the effectiveness of the services FERC provides to the public and private sector. The purpose of the contract will be for the development, implementation, and maintenance of an Enterprise Geographic Information Systems (GIS) for the Commission. The Commission desires that the GIS be hosted in a collocated facility that will house the GIS software, databases, and applications to be accessed by Commission staff through a thin-client and web services architecture.
