Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award on a sole source basis to Argo Systems, LLC, 1403 Madison Park Drive, Glen Burnie, MD 21061 who is the only service-disabled veteran-owned small business that can satisfy this requirement in accordance with FAR Part 19.1406 and Section 13 of the Code of Federal Regulations (C.F.R) 125.20. The procurement is using Simplified Acquisition Procedures and no other supplies or services will satisfy agency requirements. This requirement is for the transporting and planting of 286,993 bushels of processed surf clam and quahog shell in Delaware Bay to continue the fourth year of improving oyster populations in the bay. The condition of the Delaware Bay oyster resource has deteriorated due to a number of factors including disease, habitat impact and fishing. Consistent recruitment failure has resulted in the decline of oyster stocks, endangering the species population dynamics, and continuance of the fishery, and the habitat quality of the oyster beds. It is vital to reduce the amount of shell loss through shell planting in order to re-establish oyster beds of sufficient size and health to offset losses due to disease when low abundance limits the amount of shell added to the beds through natural mortality. No RFQ will be issued based on this notice. Although quotes will not be accepted, any information received will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. All contractors are required to be registered in the DoD Central Contractor Register before award as required by DFARS 204-7300.
