Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns. The estimated magnitude of this construction project is between $5,000,000.00 and $10,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 236220 and the small business size standard is $31.0 million. The estimated time for completion is 560 calendar days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by FAR 15.203 for a competitive negotiated procurement utilizing the authorized Two-Phase Design-Build selection procedures of FAR 36.3. The acquisition is for the design and construction/renovation of the Southeastern Portion of Annex A of Chase Hall Barracks at the U. S. Coast Guard Academy, New London, CT. The scope of the renovations shall consist of new heating, ventilation, and air-conditioning, addition of a fire detection and alarm system, installation/replacement of a fire protection sprinkler system, communications systems modernization, electrical systems modernization, interior finishes repairs and modernization, abatement of asbestos containing building materials in locations disturbed by construction, encapsulation/disposal of lead based paint (LBP), toilet/shower spaces, clean/up and lead abatement to the rifle/pistol ranges, a new cooling plant to be installed in the existing campus Boiler Plant building, and chilled water piping system. The extent of renovations in Annex "A" South includes: Basement (6,800 SF) - Post Office, Barber Shop, and Storage Rooms; 1st -3rd Floors (18,200 SF) - 36 Berthing Rooms and 3 Offices; and Attic (4,200 SF) - Trunk Spaces. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305, FAR 19.1405, and FAR 19.502, if your firm is a certified HUBZone, a Service Disabled Veteran Owned Small Business or a Small Business and intend to submit an offer on this acquisition, please respond by e-mail or facsimile to Mrs. Cheryl P. In your response, please include the following: (1) a positive statement of your intention to submit an offer for this acquisition as a prime contractor and (2) evidence of your experience in work similar in type and scope within the last five years, including contract numbers, project titles, dollar amounts, points of contact and telephone numbers, indication whether prime or subcontractor. Your response is requested by April 18, 2008. A decision on whether this will be pursued as a Historically Underutilized Business Zone (HUBZone), a Service Disabled Veteran Owned Small Business, a Small Business or on an unrestricted basis will be posted on the FedBizOpps website at https://www.fbo.gov.
