- The 934th Airlift Wing will be soliciting for a competitive, Multiple Award Construction Contract (MACC/MATOC) to provide individual bid-build task order projects in small, medium and large categories. The goal is to have contract award to three separate general contractors. Contract shall be awarded with one base period and one option period. Total cumulative cost (with option period) is not to exceed $5 Million. Individual task order work will consist of multiple disciplines in general construction categories and execute a broad range of maintenance, repair, minor and/or new construction. Task order limits will be $2,000 to $2,500,000. Work to be performed within NAICS codes: Section 23 Construction, subsection 236 Construction of Buildings size standard $31M, and subsection 237 Heavy and Civil Engineering Construction size $31M. Work may include repair and alteration projects, facility upgrades, utility work, airfield pavement, roads, roofs and other assorted repair and maintenance projects. Locations will include Areas A, B, D, and N at Minneapolis-St Paul Air Reserve Station, Minneapolis MN. A Request for Proposal (RFP) is comtemplated utilizing a best value source selection procedure as described in FAR 15.3, AF FAR 5315.3, and MP5315.3 with a 30 day response time after issuance. In using this approach, the Government seeks to award up to three contracts to those offerors who give the Air Force the greatest confidence that they can meet our requirements. This acquisition is being solicited pursuant to FAR 19.10, Small Business Competitiveness Demonstration Program and is issued as a full and open competitive RFP. The offerors proposal must convey to the Government that the offeror is capable, possess sufficient technical expertise and experience, possess sufficient resources, is able to plan, organize and use those resources in a coordinated and timely manner such that the technical requirements shall be achieved and costs shall be controlled. All responsible sources may submit a proposal, which will be evaluated as per the criteria identified in the RFP. The three highest rated offers from the source selection will receive basic contract award. All contractors receiving award will receive a not-to-exceed $2,000 task order for an orientation seminar. The solicitation will be available via electroinic means only, on or about 01 May 2008. The entire solicitation will be posted at this website https://www.fbo.gov or a CD-Rom containing the entire solicitation will be available by written request to the Contract Specialist identified herein. Telephone requests will not be honored. Plans and specifications will also be available for examination without charge at the Contracting Office upon coordination with the assigned Contract Specialist. All contractors must be registered in the Central Contractor Registry (CCR) database to be eligible to receive award http://www.ccr.gov and have completed the On-line Representations and Certifications at http://orca.bpn.gov
