Description
I. SUPPLIES/SERVICES AND PRICING Line Item Supplies or Services QTY Amount 0001 The contractor shall perform Consulting Services in accordance with the Statement of Work 1040 Hrs tiny_mce_marker ______ II. PERIOD OF PERFORMANCE The Contractor shall assist PBGC (Benefit Adminitration and Payment Department (BAPD) staff an average of twenty (20)hours per week. This contract will last a period of twelve months from the date of the award. III. STATEMENT OF WORK The Contractor will provide consulting services to the Benefit Administration and Payment Department (BAPD) to asist in reviewing benefi payments for compliance with the Improper Payments Information Act, and to assist in reviewing BAPD operations and to assist processing teams in preparation for participant meetings. In all circumstances he/she will provide recommendations and assistance for approval of BAPD management. A. Description of Work 1. Participate in the ongoing implementation of a program to review benefit Payments to determine compliance with the Improper Payments Information Act. 2. Provide support to the Management Coordination Unit to develop and implement a Quality Assurance Program that doetails with the Department's operational objectives. 3. Review pension plan provisions to determine the plan's benefit formula, forms of benefits, and other factors needed to calculate and pay the appropriate benefit. 4. Review BAPD audit reports and BAPD actuarial close-out reports to identify isues and requirements that affect the payment of benefits in accordance pension plan provisions and Title IV of the Employee Aretirement Income Security Act. 5. Review beneifit payments to determine whether such payments are in accordance with PBGC regulations, policies and procedures relating to the calculation of PBGC guaranteed benefits and the allocation of plan assets. 6. Assist BAPD in reviewing activities that impact processing in the department and impact the level of customer service provided participants. Determine the risk level e.g. high, medium or low. 7. Utilize PBGC automated systems in performing the above reviews, including those systems related to administration, imaging and benefit payments. 8. Prepare reports with findings and recommendation. 9. Provide recommendations on addressing participant concerns at participant meetings. Provide recommendations on the material to be presented and distributed at the participant meetings. B. Equipment & Facilities The contractor will be provided with equipment and facilities at 1200 K Street, NW, Washington DC or may use their own equipment at an alternate worksite with prior approvide of the Contracting Officer Technical Representative (COTR). C. Reporting Requirements The Contractor shall submit a. monthly management report describing but not limited to: i. Summary of all Activities ii. Number of hours worked during the reporting period iii. Number of dollars expensed during the reporting period iv. Time Sheets v. Cumulative hours under the purchase order vi. Cumulative dollars expensed under the purchase order b. Weekly updates. i. Identification of any variances which will impede the progress of the work products. D. Evaluation Criteria Companies interested in the requirement are requested to submit a quote and a brief capability statement include experience doing similar work as outlined in Section A. Provide current resume. PBGC anticipates that this is a one person task with an average of twenty (20)hours per week. Award will be made to the company who's quote is determined to be the most advantageous to the PBGC. Technical and price factors considered.
