- VA Medical Center, 325 New Castle Rd., Butler, PA is seeking the services of a qualified Architect-Engineer to provide design services for Project #529-08-105, Phase #3 Electrical. Design includes, but is not limited to Site investigation, Preliminary plans, Working drawings and specifications, Cost estimates, and Construction period services. Included is demolition and replacement of the existing distribution panels (approximately 175 panels) in Building One, the A/E will investigate the actual amount to replace; provide emergency power to the entire ambulatory care area from Building 99, including a new transfer switch; A/E to determine if there is adequate room in the existing Building 99 to house a new transfer switch for the ambulatory care area, if there is not adequate space, the A/E will design an addition onto Building 99 to house the transfer switch; separate life safety circuits in Building One per all applicable code requirements. A/E is to evaluate all existing electrical panel locations to determine if the electrical closets/rooms meet all NEC requirements and applicable codes for installation of new electrical panels. If it is determined that they do not meet code criteria, the A/E will design/locate the new electrical panels in close proximity to the existing locations. A/E to evaluate the existing transformers in buildings 3, 4, 6, & 18 to determine accuracy of size, capacity, condition and if these transformers are in a hazardous/flood area. If so, the A/E will design for new transformers in above flood level. A/E to design this project using all necessary code requirements. A/E to evaluate areas to be renovated to determine if asbestos is in these areas, if so, A/E to design to remove asbestos, and retain I.H. for monitoring during the abatement process. The estimated construction is between 2 and 5 million. In accordance with P.L. 100-656 Small Business Competitive Demonstration Program Act of 1988, this is a non-restrictive business size procurement; however, it is restricted to those firms of a geographical area of within fifty miles of the VAMC, Butler, PA 16001. The NAIC code is 541330. Selection criteria will be in accordance with FAR 36.602-1, which will include at a minimum: (1) Professional qualifications of the required services, (2) Specialized experience and technical competence of the required services, (3) Capacity to accomplish the work in the time required, (4) Past performance on Government and private contracts, (5) Location in the geographical area or ability to perform the services as to location, (6) Design approach, management plan, cost estimating effectiveness, and any other appropriate evaluation criteria.
