Description
Design Build Project Number 692-09-103. This project is located in White City, Oregon.. The NAICS Code is 236220 and the size standard is $31 million. This project is to complete some necessary seismic work to meet VHA, local and federal related requirements by upgrading the exterior of existing Boiler Plant building 232. The Boiler Plant (BP) is a three-story, unreinforced masonry unit with concrete piers. All tie throughs to the interior shall be coordinated to minimize disturbance to the function of the plant and to minimize cost. The new exterior shall be finished to maintain the historic brick look. The work will also include replacement of the windows within historically comparable window (bid deducts). The design shall be submitted to Oregon State Historic Preservation Office (SHPO) for review prior to finishing exterior. This project includes design and general construction for the seismic upgrade on the exterior including placement of windows on the boiler plant. This is being sought as a design build project. The solicitations will be evaluated in two phases. Phase One proposals are to include information about design-build team qualifications, experience, and past performance with similar projects. Phase Two proposals are to cover technical and price information. The price proposal shall be separate from the technical proposals. Phase One and Phase Two proposals are to be submitted at the same time. Phase One and Phase Two shall be evaluated separately and shall be clearly labeled as Phase I and Phase II. This is being advertised as full and open and is expected to result in a firm fixed price contract. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the FedBizOps website. The Primary Point of Contract for this project is Ms. Lorna Craig, Contract Specialist, (360) 759-1926. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the FedBizOps website daily for amendments to the solicitation. Accordingly, prospective contractors may view and/or download the solicitation and all amendments from the site. This is a competitive negotiated acquisition using source selection procedures. The Government intends to use the trade-off process in selecting the prime contractor. The trade-off process is a method of evaluating both the technical factors specified in the solicitation and the price. The Government intends to award the contract to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, with technical factors being considered more important than price. The object is to select the proposal that offers best value. The RFP will consist of two volumes to be submitted at the same time; Volume I: technical proposals (PHASE I and PHASE II) and Volume II: price proposal. The government intends to award without discussions. Evaluation Criteria on Phase I are Teaming Arrangements (Experience, Firms, Personnel, Team Composition). Evaluation Criteria on Phase II in order of importance are Technical: Management Plan/Quality Control, Delivery Plan, Past Performance, Accreditation and Socio-Economic Factors. Price shall include A/E fees and Construction costs. Technical is equal to price in importance. Large businesses proposing a price more than $1,000,000 shall include a subcontracting plan. The estimated Price Range is between $500,000 and $1,000,000. Contract duration time is expected to be 214 calendar days. Expected issuance of the solicitation is: 5/1/2008. A pre-solicitation conference is expected on or about May 15, 2008.
