Description
Design Build Project Number 692-10-109. This project is located in White City, Oregon. The NAICS Code is 236220 and the size standard is $31 million. This project will involve the installation of an elevator in B202 along with renovation of the connecting corridor to bring space up to code for accessibility and to improve deficiencies in areas of: HVAC (there is none right now), interior finishes (walls, ceilings, flooring, etc) and seismic. The work will include, but is not necessarily limited to: painting, flooring, walls, electrical, sprinkler, plumbing and HVAC system renovation or replacement. The design will be very similar to an existing connecting corridor renovation that occurred a few years ago along with typical drawings and specifications for elevator installations. The contractor will use the existing, government property plans and specifications for this project to expedite the design process and to save costs. The A/E will verify the design and make appropriate changes for updates to code requirements (NFPA, IBC, etc.) The contractor will slightly modify the existing, government provided specifications and drawings to reflect the changes/modifications that are outlined on the drawings. This is being sought as a design build project. The solicitations will be evaluated in two phases. Phase One proposals are to consist of, but are not limited to, information about design-build team qualifications, experience, and past performance with similar projects. Phase Two proposals are to cover technical and price information. The price proposal should be separated from the technical proposal. Phase One and Phase Two proposals are to be submitted at the same time. Phase One and Phase Two shall be in separate volumes and shall be evaluated separately. This is being advertised as full and open and is expected to result in a firm fixed price contract. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the FedBizOps website. The Primary Point of Contract for this project is Ms. Lorna.Craig@va.gov. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the FedBizOps website daily for amendments to the solicitation. Accordingly, prospective contractors may view and/or download the solicitation and all amendments from the site. Telephone questions will not be answered. This is a competitive negotiated acquisition using source selection procedures. The Government intends to use the trade-off process in selecting the prime contractor. The trade-off process is a method of evaluating both the technical factors specified in the solicitation and the price. The Government intends to award the contract to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, with technical factors being considered more important than price. The object is to select the proposal that offers best value. The RFP will consist of two volumes to be submitted at the same time; Volume I: technical proposals (PHASE I and PHASE II) and Volume II: price proposal. The government intends to award without discussions. Evaluation Criteria on Phase I are Teaming Arrangements (Experience, Firms, Personnel, Team Composition). Evaluation Criteria on Phase II in order of importance will be Technical: Management Plan/Quality Control, Past Performance, Delivery Plan, Safety, Accreditation and Socio-Ecnomic Factors. Price factors include A/E fees and Construction costs. Technical is equal to price. Large businesses proposing a price more than $1,000,000 shall include a subcontracting plan. The estimated Price Range is between $500,000 and $1,000,000. Contract duration time is expected to be 215 calendar days. Expected issuance of the solicitation is: 5/1/2008. A pre-proposal conference will be held on or about 5/15/2008.
