Description: PRE-SOLICIATION NOTICE FOR CONSTRUCTION OF 6,000 PRE-PLACED CRYPTS, DRAINAGE, LANDSCAPING AND IRRIGATION AT THE HOUSTON NATIONAL CEMTERY LOCATED IN HARRIS COUNTY IN HOUSTON, TEXAS. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids from Veteran Owned Small Businesses (VOSB) under Solicitation Number VA-786A-08-IB-0039 for the following: The contractor shall furnish all labor, materials, equipment, supervision, and administration necessary to perform and complete all work in accordance with the solicitation plans, specifications, required permits, terms and conditions. Base Bid Item No. 001 - The installation of 6,000 crypts, drainage items, road work landscaping and irrigation. Base Bid Item No. 001A - Are costs associated with the purchase/manufacture, transportation/delivery and off loading of 6,000 pre-cast concrete lawn crypts which are to be installed as part of Base Bid Item No. 001 listed above. Copies of the solicitation will be available on or about April 21, 2008. COST MAGNITUDE: The magnitude of this project is between $5,000,000 and $10,000,000. Project is subject to the availability of funds. CONTRACT DURATION: Performance period is approximately 365 calendar days from date of receipt of Notice to Proceed. NAICS CODE: 237990 METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis to a responsible concern responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Electronic version of the drawings for this solicitation will not be available. Requests for hard copy of the drawings shall be in writing and sent via a express mail carrier, i.e. Federal Express, UPS, etc. to: Department of Veterans Affairs, Attention: Ms. Lenora Stephens, 811 Vermont Avenue NW (41D3B), Washington, DC 20571-0001, Telephone Number (202) 565-4229. Bidders will be charged a $45.00 non-refundable fee for a copy of the drawings. This price includes standard ground shipping, if you desire overnight shipping you must provide an account number and indicate to which express service it belongs. Payment must be in the form of a cashier's check or money order made payable to the "Department of Veterans Affairs." Requests shall include company address, street address only, telephone number, and point of contact. No telephone requests will be accepted. Solicitation material consisting of the Invitation for Bid (IFB) details and specifications shall be accessed via FedBizOpps at http://www.fedbizopps.gov. NOTICE TO ALL PRIME (GENERAL) CONTRACTORS: unless prime (general) contractors are registered on the FedBizOpps website, potential subcontractors will not know of your interest in bidding on this project. The solicitation and drawings will not be released any sooner than the day the solicitation is posted. BID GUARANTEE: A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will result in rejection of the bid in all cases except those listed in FAR 28.101-4.
