Sources Sought Notice No. W912GB-08-R-0023 Please note that this announcement serves only as a market survey / sources sought to determine the availability of interested vendors. The US Army Corps of Engineers, Europe District requests expressions of interest from firms that might be interested in proposing for a Firm Fixed Price (FFP) solicitation for design and construction services for a Forward Operating Site (FOS) in Bulgaria. Forward Operating Sites are rudimentary bases near training areas that provide rotational forces immediate training opportunities as well as the ability to deploy/redeploy to other training sites throughout the region. This site will accommodate approximately 2,500 personnel. Primary facilities will include expeditionary-type billets, administrative, operational, maintenance, storage, dining, training, base operations, and medical facilities including standby generator and building information systems. These structures will be austere but permanent, consisting of pre-engineered metal buildings, prefabricated modular panel buildings, and precast concrete or CMU buildings to support the requirements of rotational training units. Supporting facilities include anti-terrorism measures such as perimeter fenceand Access Control Points; roads, walks, and site improvements. Utility infrastructure includes installation of packaged water and sewer treatment plants, and basic electrical, water, and sewer distribution and storage systems. The magnitude of this project is between $25,000,000 and 100,000,000. Responses are desired from firms who can clearly demonstrate recent and relevant experience, past performance, and management capabilities to include all the necessary resources (supplies / manpower / financial) to effectively perform this project, however expressions of interestswill be accepted from all interested parties.
