Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for technical support and services in the development of computational simulation of the environment, i.e., ocean wind and wave sea testing in extreme sea states. NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm, fixed-price purchase order to the Scripps Institution of Oceanography, University of California/San Diego; La Jolla, CA. The vendor, Scripps Institution of Oceanography, UCSD, has the capability and past experience at performing sea-testing in extreme environmental conditions. This capability involves an expertise in advanced instrumentation (radar, LiDAR, acoustics)related to open ocean air-sea interactions. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2(A)(iii)B. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capability statement to P.
