- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No.DJJ-APG-8-H-051, issued as a Request for quotations (RFQ) is solicited using full and open competition. The North American Industry Classification System code is 531110 and the small Business size standard is $6 million. The Department of Justice, United States National Central Bureau (USNCB), has a requirement to rent one (1) furnished apartment within the Washington Metropolitan Area. The rental term shall be for one year to begin on or around May 1, 2008 through April 30, 2009, with 2-one year option periods (Option Year 1 May 1, 2009 through April 30, 2010, Option Year 2 May 1, 2010 through April 30, 2011.)The apartment shall be within walking distance of public transportation, restaurants and shopping. 24 hour check in and check out shall be available for USNCB personnel and the contractor shall ensure that the apartment is clean and restocked with toiletries, etc. for new USNCB personnel checking in. The apartment complex shall have on site management with specified office hours as well as 24-hour emergency maintenance. The apartment shall consist of at least 600 square living feet. The services and supplies available shall include: trash removal, toilet supplies, janitorial services and supplies, once a week cleaning services, window washing, telephone, cable TV, high speed internet, washer/dryer, fitness center, replacement keys (when lost or broken) and other supplies or services as customary and reasonable. The apartment shall contain the following: a fully equipped kitchen including large(stove, refrigerator) and small appliances (microwave, toaster etc), dinnerware, glassware, silverware, pots, pans, skillets and dish towels, kitchen paper products; furnished living room; furnished dining area; furnished bedroom with bedding and linens; bathroom set including bath towels, wash cloths and bath mat; all utilities included in the monthly rental fee (central heating and air conditioning; electricity, water(hot & cold); and parking. The apartment and shall contain an operational sprinkler system that is powered by an external source (no batteries). The resulting purchase order shall be negotiated at a firm fixed price for the monthly rental services. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation – Commercial Items – Award will be made to the responsible offeror whose offer conforms to the solicitation representing the best value to the Government, price and factors considered. The following factors shall be used to evaluate offers: (I) technical capabilities; (II) past performance; (III) price. Offerors should submit a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in this solicitation. This may include apartment literature and technical features. Offeror should also submit past performance information on at least 3 current or completed contracts within the past three years (including Federal, State, and local government) which are similar to the requirements of this solicitation. (OPTIONAL)THE GOVERNMENT RESERVES THE RIGHT TO CONDUCT A SITE-VISIT OF ANY OR ALL FACILITIES PROPOSED. The apartments shall meet all state, local, federal, and OSHA regulations, codes and standards. The Government will not be made to sign a lease as the purchase order will serve as the agreement. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors – commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items. FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-34.
