- This is a pre-solicitation notice for the following: Assembly of 1,450 pre-packed kits. 1,150 male and 300 female. The kits contain the following items: Male Kit: 1. Hair shampoo, Finesse 15 oz or equal 2. Bar soap, Ivory 4.5 oz or equal, 4 bars per package 3. Pocket comb, Vistron pro model 1110 or equal, Mens, unbreakable, course and fine round end teeth, 5" long, color: black 4. Tumbler, clear hard plastic, 5 oz, Unbreakable 5 oz plastic tumbler, clear 5. Nail brush w/nylon bristles, non-slip finger grip, Gem #E2602A or equal, Plastic nail brush, 7.5cm, nylon bristles 6. Lint brush, helmac style, Magic Brush #HB300-02300 or equal, quickly and effectively removes lint, dust, dandruff and pet hair from clothing, bedding and upholstery 7. Nail clippers, Trim #720 or equal, standard fingernail clippers, clips nails quickly, easily and safely, 2" 8. Dental floss, unwaxed/unflavored, 50 yard spool 9. Box, no wider than 30", sturdy cardboard container that will fit all items Will accept equal products to the requested brand names, however, descriptive literature, drawings, or pictures must be provided with the quotation showing the items meet the salient characteristics. The deliver date of the pre-packed kits is 2 June 2008. Request for quotation (RFQ) will be available on or about 7 April 2008. The RFQ closing will be on or about 4PM (MST) 16 April 2008. The RFQ will be made available electronically on FedBizOpps. The North American Industry Classification System Code is 325620 and the small business size standard is 500 employees. This is a 100% small business set-aside. Compliance with the Buy American Act and Balance of Payment programs is required for this acquisition. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Offerors will be evaluated on a pass or fail basis to determine whether the proposed pre-packed kit items meet the salient characteristics of that brand name. Award will be made on the basis of determining the offeror with the lowest evaluated price and whose proposal passed the salient characteristics required of the pre-packed kit items. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
