- The Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office (TTO) seeks to acquire Systems Engineering and Technical Assistance (SETA) services for the execution of TTO’s mission. The estimated release date of the Request for Proposal (RFP) is expected to be on or about April 30, 2008 with proposals due thirty (30) days after release of the RFP. The solicitation will be unrestricted. Specifically, DARPA has a requirement for a support team with the expertise to provide highly specialized technical, financial, administrative, and programmatic support and analysis. The contractor must possess the specific technical skills and knowledge for proactive, highly efficient scientific and engineering assistance with a focus on identifying new opportunities for TTO R&D investment, consistent with the overall TTO areas of emphasis. The applicable North American Industry Classification System (NAICS) code is 541690 ($6.5M size standard). TTO conducts research and development of high-risk, high-payoff advanced tactical military systems. TTO’s mission is to develop highly capable systems that enable orders of magnitude improvement in military capabilities, avoid technological surprise in the TTO areas of emphasis, and efficiently manage and transition existing programs to the DoD Services. TTO areas of emphasis include: advanced platforms (air, sea, space and ground), space operations, unmanned systems, directed energy systems and precision strike. Descriptions of current TTO programs may be found at www.darpa.mil/tto. The period of performance is anticipated to be twelve (12) months with four (4), one-year option periods. It is anticipated that any contract will be Cost-Plus-Award-Fee (CPAF). The winning offeror will have access to proprietary, source-selection sensitive, or otherwise restricted information of other contractors. As a result, TTO will impose Conflict of Interest (COI) restrictions on the winning offeror. These COI restrictions include a prohibition against the winning offeror, including its parent, any of its affiliates, subsidiaries, or successors in interest, and subcontractors from participating (in any capacity) in any DARPA procurements other than those for SETA support services. A DARPA SETA contractor cannot simultaneously be a DARPA performer on other, non-SETA efforts. An electronic copy of the solicitation, when released, will be available at: http://www.fedbizopps.gov. All responsible sources may submit a proposal, which will be considered. No paper copies of the solicitation will be issued. All amendments to the solicitation will likewise be posted to this website. Contractors are cautioned to check this website for amendments.
