- C2IS is planned as a "virtual integrated temporal relational database" of air operations data accessible through Web services with minimal degradation in Disconnected, Interrupted, and Low-bandwidth (DIL) operations and with continuity of operations (COOP) despite software, hardware, or network failures and damage. C2IS will be the data-services component of the Command and Control Air and Space Operations Suite (C2AOS). C2AOS will transition Theater Battle Management Core Systems Force Level (TBMCS FL) capabilities to a Net-Enabled Command Capability (NECC) environment. C2IS is planned to be developed as one or more capability packages. The first projected stage of C2IS is the Air Resource Information Services (ARIS) component. C2IS is planned to be a virtual database. That is, it may or may not be implemented as a single database, and may also access and manipulate databases provided by other software modules. It will be integrated and temporal, allowing users to retrieve and manipulate data related to development and execution, including planning, publication, and execution of air tasking orders (ATO). C2IS will be relational to the extent that the term "relational" in this phrase does not carry its technical meaning of a database composed of tables, but rather that objects can be retrieved through links to other objects. ARIS is anticipated to be the component of C2IS that manages air-resource data, also referred to as Friendly Order of Battle (FrOB) data. The initial risk-reduction effort of ARIS is planned to be used in tests and experiments, but is not planned for operational fielding. The government anticipates C2IS ARIS objectives to include identifying potential performance issues and supporting evaluation of operational and technical approaches for compliance with architecture standards defined by NECC and using Net-Centric Enterprise Services (NCES) core services. It will support Web service definitions, a data environment structured to work within an SOA framework, and vocabularies and data models developed by Communities of Interest (COIs) such as the Time-Sensitive Targeting, Air Operations, and Strike COIs.
