- Description
- NASA/KSC plans to issue a Request forProposal (RFP) for the encapsulation of approximately 2.2 miles of theexisting NASA Causeway Seawall within a waterward armored rock revetmentand a landward armored rock splash apron along with processing,transporting, and placement of approximately 55,000 tons of riprapmaterial including granite and crushed concrete into the revetment. Theselected contractor will need to have the expertise to densify, process,grade, and/or screen concrete material in accordance with the FloridaDepartment of Transportation (FDOT) Standard Specifications for Road andBridge Construction Section 530 Paragraphs 2.2.1 (Bank and Shore), 2.2.2(Ditch Lining), and 2.3 (Bedding Stone). The selected contractor willalso need to have construction experience in marine environments,including the waterward placement of stone by landbased equipment, at adistance of 25+ feet from the shoreline. The waterway around thecauseway is considered an FDEP Class 2 Shellfish Harvesting area, and numerous dolphins and manatees arespotted in the areas; therefore, appropriate precautions must be takenwhen working in these areas. In addition, there will be one pricedoption for the removal of vegetation to include Non-Native Vegetationand Brazilian Pepper Trees. Tree removal shall include the correspondingroot systems. The selection of a contractor will be based on a bestvalue trade-off between relevant experience/past performance and pricefactors. Potential offerors will be provided a tour of the site wherethe work will be performed. The order of magnitude for the procurement is between $1M and $5M andthe effort shall be completed within 329 calendar days after notice toproceed. The acquisition will be conducted under full and open competitionprocedures allowing maximum participation from large and smallbusinesses. This procurement is part of the Small BusinessCompetitiveness Demonstration Program. The NAICS code for thisprocurement is 237990, and the size standard is $31 million. The anticipated release date of the RFP is on or about April 23, 2008with an anticipated proposal closing date of or about May 23, 2008. The firm date for receipt of bids or proposals will be stated in theRFP. Specifications and Drawings will be available from the KennedySpace Center Bid Distribution Office, Phone: 321-867-2851.
