Description
TACOM ILSC in Rock Island, IL is seeking industry feedback on a DRAFT SCOPE OF WORK (SOW) for a 3rd Line (depot level) component overhaul capability for Kuwait. The contractor will provide the Kuwait Ministry of Defense (KMOD) with a component overhaul, repair and testing capability to support component overhaul for multiple Family of Vehicle (FOV) for both tracked and wheeled vehicles in the KMOD inventory. In particular the contractor will provide: 1. A fully facilitized Heavy Workshop, presently an empty building, with the capability to overhaul and repair engines, gearboxes and running gear (final drives, suspension units, and transfer boxes) components. Install an engine test bed for diesel engines up to 1500 bhp. 2. An upgrade to an existing Light Workshop engine test facility to fully test petrol and diesel engines up to 500 bhp. 3. The capability for an Electronics Workshop to: test electronic Line Replacement Units (LRUs) to enable swap-out of Circuit Card Assemblies (CCAs), plus the testing and repair of laser range finders and sight assemblies. Scope also includes a requirement for operational plant equipment training, as well as the option for overhaul training for Kuwait military. The Kuwait military will operate the facility. Contractors interested in receiving a copy of the DRAFT SCOPE OF WORK (SOW) for this project shall contact the below point of contact. This announcement seeks to solicit comments and constructive suggestions for the improvement of the Scope of Work. For example, the Government is seeking input for a realistic delivery schedule for each requirement. Please provide any information or questions regarding this SOW by May 12, 2008. A Site Visit is planned for June 3rd, 2008 in Subhan Military Barracks, Kuwait City, Kuwait. This will be the only time potential contractors will be allowed to visit the site for purposes of gaining information to prepare a proposal. Contractors will be limited to three attendeeswho must have prior approval to attend. The anticipated resulting solicitation will be awarded on a best value basis. Evaluation factors may include Technical, Past Performance, and Price.
