Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is considered to be Solicitation AG-0116-S-08-0027 and is being issued as an RFQ. This solicitation incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This requirement is totally set-aside for small business concerns. NAICS code 336612 is applicable. The small business size standard for this code is: 500 employees. Line Item 1: One each, 28 ft. welded aluminum work boat, Explorer 2900 model as manufactured by Aluminum Chambered Boats, Inc. or approved equal. Salient characteristic for approved equal: floatation ability sufficient to keep engine power heads above water in the event of a major hull compromise. Vessel to be equipped with the standard features offered by ACB for the specified model and equipped with twin 200 HP 4-stroke outboard engines. Special cabin requirements: Full cabin configuration with AK bulkhead, capacity for four passengers, galley with oil fired cook stove and an additional kerosene/oil cabin heater with air ducting to windshield, dinette table convertible to single bunk. Special miscellaneous requirements: Fuel capacity of 150 gallons (min.), mounted engine gauges (for both engines) for RPM, water pressure, alternator volts, lower unit trim, fuel flow and gallons used, anchor windlass with 25 ft. of chain and 400 ft. of line, Xenon spotlight with remote control mounted to reduce reflection from boat and rails, law enforcement type light display 49.75 in. 9M series, 4 corner strobes blue/red color, mounted on light bar above radar location. Bottom paint: marine anti-fouling paint with appropriate shielding primer coats. Vessel to be delivered as a turnkey unit, FOB Ketchikan, Alaska not later than November 15, 2008. Note: No trailer is included with this acquisition. FAR 52.212-1, Instructions to Offerors Commercial Items applies to this acquisition. QUESTIONS FROM CONTRCTOR Contractor: The ACB Explorer 2600 series vessel is limited to 350 HP yet you specified twin 200 HP outboards. Please clarify. Government: The ACB model originally specified was incorrect. The correct model series is 2900. Contractor: What size vessel are you looking for and how are you measuring the vessel? Government: We require a vessel with a hull length of 28 feet. Contractor: Is there a desire for a head in the vessel? Government: No. Contractor: Does the Government desire a special electronics package or provisions for future electronics? Government: No. The only electronics required are those specifically detailed in the notice or which come standard on the speciified model. Contrctor: Is flotation ability a required or desired feature? If required, can it be achieved via bilge pumps or does the government actually want foam or air chamber positive flotation? Government: Flotation is a required feature. This is a law enforcement vessel and must operate regardless of weather or sea condtions. The flotation must be inherent and not dependent upon the operation of machinery. Foam or air chamber positive flotation is acceptable.
