Description
The Internal Revenue Service (IRS) intends to award a sole source purchase order to ArkData AB, Inc., for the purchase of the company’s standard software maintenance service for the Software Quality Assurance (SQuA) source code control utility. These services have been determined to meet the definition of commercial items in accordance with Part 2.101 of the Federal Acquisition Regulation. The IRS requires the brand name “SQuA”, because the SQuA software application is substantially customized, unique and extremely complex Tier I Unisys system. This highly customized configuration control tool is used to manage version control and transmittal functions for the tax administration application source code throughout its entire development life cycle. The IRS tax administration source code on the Unisys mainframes is controlled and managed using SQuA. As a result of the agency’s integral dependence on SQuA for the above described functions, considering utilizing another source code control tool for the agency at this critical period would result in an unacceptable level of disruption and risk to all aspects of tax administration from applications development through production implementation. Vendors who can provide the required services at prices, terms and conditions equal to or better than those which can be provided by ArkData AB, Inc., should submit clear and convincing data in writing substantiating an ability to furnish the entire requirement. Telephonic or email inquiries will not be accepted. Responses to this notice must be received by this office by 05:00 pm ED/ST on April 14, 2008. Responses should be sent to: Internal Revenue Service, Office of Procurement, 6009 Oxon Hill Road, Oxon Hill, MD 20745, Attn: Eddie Ortiz, OS:A:P:I:F:A. Responses will be accepted by facsimile at (202)283-4427. These responses may not exceed 10 pages. A formal solicitation may be issued if a response is received that meets IRS's requirements, and the analysis of both technical and pricing documentation indicate a competitive acquisition would be more advantageous to the Government. Currently, no solicitation document exists for this requirement. Requests for same will be considered non-responsive. The reference number for this announcement is Q8QEC1TAA00-000. If no compelling responses are received, the award will be made to ArkData AB, Inc.
