Description
The General Services Administration (the Government) seeks Expressions of Interest from the record owners of sites or authorized agents of such owners for: (i) a site containing a minimum of three acres and maximum of ten acres and, (ii) for construction on that site of a new, build-to-suit facility for a Department of Justice client. The configuration of the site and the security requirements will determine the total number of acres required. LOCATION: The site must be located within the central business districts of the City of Boston and/or within Suffolk County. It must also be within an office development or other appropriate commercial setting with nearby public transportation and supporting local amenities. This federal government client cannot be located near businesses or facilities deemed unacceptable for security purposes. The site must be strategically located for the operational needs of a federal agency. Zoning of adjacent properties and master planning of the general area should be compatible with the proposed project. The property must have convenient access to major freeways but not be adjacent to overpasses, bridges, elevated ramps, or railroad tracks. Sites should have adequate electrical power, sanitary sewer, water, telephone, cable TV and fiber optics available, or easily accessible. Any property submitted for consideration must be relatively flat and consist of a minimum of three acres to a maximum of ten contiguous buildable acres and must be located outside of any designated 100-year floodplain. The property should not have any easements or rights-of-way encumbering the property that break up the buildable area; portions subject to an easement or right of way will not be counted in the buildable area. SITE PROPOSALS - Site proposals must include the following information: (i) location map; (ii) address; (iii) aerial photos (if available); (iv) site plan identifying existing structures (if any); (v) legal description; (vi) prominent features; and (vii) land cost, if appropriate. Site proposals may be submitted directly to the Government, as described below, by the record owner of a site or its authorized agent. Site Proposals submitted by agents for the record owner of a site must be accompanied by documentary evidence satisfactory to the Government of the agent's authority to make an offer on behalf of the record owner. Among the owners of sites meeting project requirements, the Government will conduct a two-phase submission and evaluation procurement for the design/build/lease of a minimum 220,000 rentable square foot facility with an adjacent structured parking facility to accommodate approximately 230 government vehicles to be constructed on the site. Parking for an additional 170 individual parking spaces must be available on site via a leasehold interest to the US Government. In Phase I, parties competing will be required to submit information regarding experience and past performance. Those who do not meet minimum Government requirements will not be invited to compete in Phase II. In Phase II, the Government will invite those qualifying to compete to submit design and construction price proposals. Please note: this advertisement is not a basis for negotiation, and that right is hereby reserved as the interest of the Government and the Government may require rejection of any or all offers and may give consideration to sites other than those offered in response to this advertisement.
