Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), is issuing notice of intent to negotiate a sole source procurement with Northwest Marine Technology. This requirement is for the purchase of additional Visual Implant Elastomer Tags and Air Injection System rental for the National Marines Fisheries Services (NMFS), Orno, Maine. Northwest Marine Technology is the original manufacturer and patent holder (Patent 5,324,940) and designer of Implant Elastomer Tags and Air Injection System components. The proposed requirement will provide for the continuation of tagging over 1,650,000 Atlantic Salmons and utilizing this tagging systems in conjunction with existing NMFS compatible equipment (detection lights, elastometer & credit tokens) to mark and accurately assess, with minimal risk, fish migration. The requirement is in support of NMFS mission statement to further investigate to determine and identify Atlantic Salmon, as part of the Endangered Species Act, along the Penobscot River. Northwest Marine Technology is the only known source compatible with existing equipment and capable of providing high level tagging retention, very low mortality rates, and allows for tagging fish of this size, while maintaining a high tag rate and minimal tagging cost. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 334511. The size standard is 750 employees. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (Jun 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by April 14, 2008. This notice of intent is not a request for competitive proposals. A determination to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
