- Description
- Description of work: Construct a TF-34 Engine Shop consisting of a reinforced concrete foundation and floor slab, structural steel frame with insulated metal walls, standing seam metal roof; fire detection and suppression system, explosion proof lights, electrical outlets and HVAC system. Facility includes a high-bay, direct engine maintenance work area with overhead crane; a direct and indirect support area for non-powered support equipment accessories, parts supply, tool room, training room, spare engines cleaning area, bearing room, computer room and administrative support. Shop also includes oil-water pollution control system, utilities, site improvements, landscaping, access paving, parking and all other support necessary to provide a complete and usable facility. Air conditioning is estimated at 10 tons. The project site is located on the west side of Davis Street between Burma Road and Lancers Lane. Options may be included in the contract. This project will be solicited and procured using an 8a competitive one phase design build in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offeror’s best technical proposal and best price. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if held) and in making the final best value determination for award. PRICE IS EQUAL IN IMPORTANCE TO ALL TECHNICAL FACTORS when combine. TECHNICAL FACTORS: FACTOR 1-1 Past Performance. This factor is equal in importance to factor 1-2 and more important than factors 1-3, 1-4 and 1-5. FACTOR 1-2 Corporate Relevant Specialized Experience. This factor is equal in importance to factor 1-1 and more important than factors 1-3, 1-4 and 1-5. FACTOR 1-3 Technical Approach Narrative. This factor is equal to factors 1-4 and 1-5. FACTOR 1-4 Mechanical Submittal Requirements. This factor is equal to factors 1-3 and 1-5. FACTOR 1-5 Management Effectiveness. This factor is equal to factors 1-3 and 1-4 The estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00 Network Analysis will be required. This solicitation is issued on an 8(a) Comptetive basis Pursuant to the “Business Opportunity Development Reform Act of 1988” (Public Law 100-656). This solicitation will be issued in electronic format only and will be available on or about 23 April 2008. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
