- Description
- The National Institutes of Health (NIH), National Cancer Institute (NCI), intends to procure on a sole-source basis with Arbor Research Collaborative for Health, 315 West Huron, Suite 360, Ann Arbor, MI 48103 for services regarding database matches for the Transplant Cancer Match Study. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541712 and the business size standard is 500M Period of performance: Performance shall be from July 1, 2008 through June 30, 2009 with four one year option periods. This is a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) type contract. To address unresolved questions concerning cancer risk among transplant recipients, NCI investigators are conducting a computerized match of U.S. transplant and cancer registries (the Transplant Cancer Match Study). The three objectives of the Transplant Cancer Match Study are: 1) Describe cancer risk in solid organ transplant recipients and identify risk factors; 2) Characterize risk for transmission of cancer from solid organ donors to recipients; 3) Characterize accuracy and completeness of transplant registry reports of cancer in recipients. The NCI will obtain data files from up to 18 U.S. state and regional cancer registries, which will contain information on the occurrence of cancer among individuals residing in those geographic areas. The contractor shall conduct computerized matches of these files with the Scientific Registry of Transplant Recipients (SRTR), to identify which transplant subjects have developed cancer. During each contract year, the contractor shall conduct up to 5 matches with cancer registries. The maximum number of matches over the entire contract is 18. Following each match, the contractor shall provide the resulting data files to NCI for subsequent statistical analyses Arbor Research maintains the SRTR database under contract with Health Resources and Services Administration (HRSA). In this capacity, Arbor Research has unique access to the database, including access to the identifying information on transplant subjects required for the linkages, and has extensive experience in creating and utilizing SRTR data files. In addition, Arbor Research has unique experience conducting numerous previous projects, unrelated to the Transplant Cancer Match Study, which have involved matching of the SRTR to large databases. Arbor Research has the staffing, software, and computer hardware to conduct the linkages of the large data files required for the Transplant Cancer Match Study. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on April 17, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
