- This Sources Sought Request for Information (RFI) is issued for informational purposes to locate capable small business concerns. The Air Force is conducting market research and desires input from industry to assist in requirements planning. The information requested by this synopsis will be used within the Air Force to facilitate the decision making process and will not be disclosed outside of the agency. Please note: The Air Force will not be responsible for any costs incurred by interested parties in responding to this RFI. Headquarters Air Mobility Command (AMC) is interested in the identification of capable sources to provide between 250 to 350 each Electrical Cable Assembly Sets. This requirement is planned as a competitive small business set-aside. The device must meet MIL STD 810F and allow for use with the aeromedical evacuation (AE) system. 1. Description: The Electrical Cable Assembly Set (ECAS) is used to support electrical connectivity from aircraft power outlets on US Air Force, cargo aircraft to airworthiness certified medical equipment. The primary users are aeromedical evacuation crew members. The system accomplishes two functions. First, it provides electrical pigtail adapters at 18" in length which connect on one side to various aircraft electrical outlets with a ''twist-lock'' type cannon plug fitting and at the opposite end a medical grade, 110120VAC, female 3-pin outlet (positive, negative and ground). The second function provides 25 ft extension cables which connect and distribute electrical power through the AC electrical pigtail adapters, AE frequency converter and/or aircraft 110-120 VAC, 60 Hz "medical grade" AC electrical outlets. The system will also provide a comprehensive AC electrical tester. The system should have (as a minimum) the following capabilities: - Seven (7) pigtail adapters. Must interface with aircraft and frequency converter which will include the following different component adapters: - Two (2) Electrical pigtail C-130 galley (previously named C130) (115/15A/400 Hz) - Three (3) Electrical pigtail C-130 (previously named C130/C141) (115/15A/400 Hz) - One (1) Electrical pigtail KC-135 (115/15A/400 Hz) - One (1) Electrical pigtail KC-l0 Frequency Adapter Cable (110 VAC/15A/400 Hz) - One (1) Electrical pigtail KC-135 Frequency Adapter Cable (110 VAC/15A/400 Hz) Note: All pigtails will be identified by small placard with part nomenclature, part number and manufacturers cage code (example: C-130 Galley, Part # XYZ, Cage XXXX) - Two (2) AC grounded cables (12-24 inches long) with water-proof connections; single male one end, quad female other end - One (1) AC comprehensive electrical tester (ground test, polarity, & LED power indicator) - Six (6) AC grounded cables (25ft) with water-proof connections; single male one end, quad female other end. To mate with these outlets, the following plugs shall be used; MS3456WI8-11P, MS3456WI8-lOP, and MS345620-4P. All adapters will be rated for 20 amp service. - Storage case must be: - Ruggedized to resist environmental elements. - OD Green Wheeled for portability - Water tight. - Auto pressure relief valve. - Affixed name plate to the outside of the storage case with national stock number, item serial number, and nomenclature. - Contain internal organizer for all AC electrical pigtail adapters, cords and tester as listed above. - Must be airworthiness certified (MIL SID 810). - Must contain commercial operations manual which include preflight/testing procedures and identifies contents by part number which will be used to develop an AF Technical Order. - Total Weight including all accessories will be 70 lbs or less. Additional information on aircraft power systems can be obtained from the following Technical Orders: TO lC-141-2-7, JG and TS Series, Technical Manual Electrical System, TO lC-141-2-11WD-l-l, and TO lC 141-2-11WD-l2, Technical Manual Aircraft Wiring Diagrams, TO lC-130B-2-7, Technical Manual Electrical System, TO lC -130B-2-11, Technical Manual Aircraft Wiring Diagrams, and TO lC-130B-2-13, Technical Manual Wiring diagrams. 2. Capability Information should include a brief description of experience in providing the type of support described above. Please include contract references relating to Electrical Cable Assemblies to include: Contract number; agency supported, period of performance, original contract value, and Point of Contact (POC) with current phone/fax number. The capability package must be clear, concise, and complete. The Air Force is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this request. Capability packages should be limited to no more than 15 pages (you may print front & back). c. Identification of business size and whether currently designated a small business as defined the Federal Acquisition Regulation FAR Part 19 and also currently listed in the Central Contractor Registration (CCR) system. Small business size standards are published by the U.S. Small Business Administration (SBA) and may be found at www.sba.gov/size/sizetable2002.html. The applicable North American Industry Classification System (NAICS) Code is 335999. Small Business size is 500 employees. d. Any other information deemed useful to the Air Force. 3. Response must be received by this office at or before 4:00 pm local time on 22 Apr 08. This request for information is not a commercial solicitation and the Government will not pay for any information submitted or for any costs associated with providing the information.
