- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; QUOTATIONS are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Solicitation Number is AG- 04GG-S-08-0016 and this requirement is being issued as a Request for Quote. The procurement is 100% set-aside for small business. The North American Industry Classification System (NAICS) Number is 314912 - small business size standard is 500 employees. The USDA Forest Service, Department of Agriculture, Forest Service, R-6 Central Oregon Region, 1001 SW Emkay Drive, Bend, OR 97702. The scope of work consists of supply and delivery of 6 Shelter Tents. Technical Specifications: 1)Billeting Use: The shelter system must be appropriate for billeting a minimum of 10 adults. 2)Vertical Walls or Wall Height: The shelter should have vertical walls, with a minimum of 6 foot height, or be of a height that would provide a 6 foot height at the walls edge for standing. This size specification is to maximize usable floor space while minimizing weight and to allow the average adult to fully move within the billeting area. 3)Easily Transportable: The shelter system must break down into lightweight components that are easily transportable with manpower. Separate frame and cover are preferred to reduce component cube and weight. The shelter must be able to be moved using a 4-person team with the component lifting weight per handler not exceeding 40 pounds. 4)Easy Set-Up: Shelter systems must be able to be erected in a remote area without the use of specialized equipment or tools. Individual shelters must be able to be set-up with no more than four individuals in less than 1 hour. 5)All Weather Capable: When secured and staked to manufacturer’s specifications the shelter system must be capable of withstanding 50 mph sustained wind loads and 70 mph gusts. The shelter must meet operational needs at temperature fluctuations between -30 and 115 degrees Fahrenheit and withstand a minimum snow load performance of 2 lbs per square foot without compromising structure or effectiveness. A separate insulation liner system must be included that can be deployed on demand. 6)Performance: Shelters must be constructed of materials that inhibit ultraviolet light degradation and that are both dry rot and mildew resistant. Shelters must be made of materials that area fire resistant. 7)Training: The manufacture must also be able to provide initial training for the shelter set-up at no additional charge. Shelter Components 1)Single Structure a.Minimum usable floor space of 570 square feet, excluding vestibules. b.Shelter must be supported by an articulated rigid frame system. c.Separate roof, side panels, and floor panel. d.One, 3.5 x 6 ft. high (minimum), double doorway with a rigid frame and positive latching mechanism. e.One 3.5 ft (minimum) doorway threshold to permit wheeled equipment to roll over doorway frame without obstruction. f.Minimum 18 oz. vinyl floor with positive seal between walls and flooring to prevent water and animal intrusion. g.Separate roof and wall insulating liner system. h.Minimum eight screened windows with privacy flaps. i.Must provide a minimum of two roof vents, with vent caps, and be capable of adding a separate HVAC system in the future (four sets of HVAC ports – each with intake and discharge). j.Must provide support structures that will allow for the hanging of light systems and personal equipment and supplies. These support structures should be capable of supporting a minimum of 50 lbs. k.Vinyl repair kit should be included. l.Storage and transport field bags for the shelters need to be included. 2)Fabric a.All exposed coverings shall be a minimum weight of 14 oz. vinyl. b.Must meet NFPA 701 standards for fire resistance. c.Must contain mildew inhibitors. d.Must contain ultraviolet ray inhibitors. e.Must withstand cold to -30F f.Storage and transport field bags must be provided for all fabric coverings. 3)Framing must be comprised of the following items: a.Made of lightweight aluminum or other non-corrosive material. b.Frame members must be able to hold 50 pounds of operational equipment. c.Frame members must positively lock together. d.Storage and transport field bags must be provided for all frame components. Destination) (contractor will be responsible for all shipping and handling) the supply to the Government at the Deschutes National Forest Headquarters, INSPECTION: Inspection will be done when delivered to Deschutes National Forest by Jean Nelson Dean. CONTRACT CLAUSES: The following clauses apply to this acquisition: 52.212-1, Instructions to Offerors Commercial Items, 52.212-2 Evaluations Commercial Items – total cost shall include all shipping and handling.
