- This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or promise to issue an RFP. This RFI does not commit the Government to contract for any service. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the respondent party's expense. Not responding to this RFI does not preclude participation in any future RFP. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. 1 DESCRIPTION The Agency for Healthcare Research and Quality (AHRQ) of the Department of Health and Human Service (DHHS) strives to improve the quality, safety, efficiency, and effectiveness of health care for all Americans. Under Section 1013 of the Medicare Prescription Drug, Improvement, and Modernization Act, AHRQ is authorized to conduct research, demonstrations, and evaluations designed to improve the quality, effectiveness, and efficiency of Medicare, Medicaid, and the State Children's Health Insurance Program (SCHIP). The essential goals of the Section 1013 mandate are to develop valid scientific evidence about the clinical and comparative effectiveness of different treatments and appropriate clinical approaches to difficult health problems and to make this evidence easily accessible to decision-makers. Achieving these key goals includes conducting research on topics for which existing scientific evidence is insufficient to guide important decisions about health care. To implement Section 1013, AHRQ established the “Effective Health Care” (EHC) program which supports a variety of scientific activities aimed at improving the quality, effectiveness, and efficiency of public health insurance programs, especially those related to pharmaceuticals, devices, and other therapeutic interventions. As part of this research program, AHRQ is seeking to identify commercial health care databases that provide population-based information about the utilization of health services, particularly national information about the safety and effectiveness of prescription medications, biologics, medical devices, surgical procedures, and vaccines. While some of these might be collected by government agencies, others might be collected by providers, vendors, foundations, and others for research relevant to AHRQ's Effective Health Care program. 2 PURPOSE OF THIS RFI Through this RFI, AHRQ is seeking responses to a set of questions (below) to determine the feasibility of obtaining data for conducting outcomes and clinical effective research. 3 QUESTIONS 3.1 What data are commercially available to evaluate prevalent and longitudinal patterns of inpatient and outpatient prescription drug utilization, particularly populations and subpopulations relevant to the Medicare, Medicaid, and SCHIP programs? 3.2 What data are commercially available to evaluate nonprescription drug utilization, particularly populations and subpopulations relevant to the Medicare, Medicaid, and SCHIP programs? 3.3 What data are commercially available to assess relationships between the utilization of prescription medications, the use of other health services, and clinical outcomes, particularly populations and subpopulations relevant to the Medicare, Medicaid, and SCHIP programs? 3.4 Among commercially available health care databases, what period of time is represented by the data, particularly populations and subpopulations relevant to the Medicare, Medicaid, and SCHIP? 3.5 How do scientists acquire or access data for research purposes, particularly data from which patient identifiers have been removed? 3.6. What types and levels of services are offered by the data owner or data distributor to process and analyze data? 3.7 What literature can be cited as examples to demonstrate that researchers have used commercially available databases to support scientific studies? 3.8What specialty databases are available, including population-based information about use of biologics, medical devices, surgical procedures, and vaccines? 4 SUBMISSION DIRECTIONS Written responses should be directed to Jessica Alderton, Contracting Officer by e-mail at Jessica.Alderton@ahrq.hhs.gov no later 12:00pm (noon) EST on April 17, 2008.
