- The George C. Marshall Center in Garmisch-Partenkirchen, Germany, intends to award a fixed price Sole Source purchase order to Total Walther GmbH under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Sources that believe they have the capability under this requirement may submit their capabilities and qualifications to perform the effort in writing to the identified Government point of contact no later than 1 p.m. local time (CET), on 16 Apr 2008. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. The following is a description of the requirement: A life-cycle replacement purchase of a Philips/Bosch (or equal) Digital Congress Network interpretation system used in the main plenary hall/conference facility in Building 105 at the George C. Marshall Center in Garmisch-Partenkirchen, Germany. Requirements include acquisition, installation, and integration of approximately 250 microphone panels, Central Control Units, and control software. Integration requirements are with the Plenary Hall’s Creston Control system and proprietary Audio Visual Switchers. Installation includes all cabling and programming to conform to the existing design. Installation and integration of this equipment and components must be completed within a 21 calendar day timeframe commencing after 19 December 2008. Classes, lectures and special events are conducted with simultaneous interpretation in up to four languages using the Philips/Bosch Digital Congress Network (DCN). The DCN was custom designed by Total Walther GmbH to meet the unique Marshall Center needs. Routings and control of both conference halls are conducted using the Crestron Control System, and all audio routings and distribution are handled by the Sound Web Control System. The Creston Control System and the Sound Web Control System were programmed by Total Walther GmbH to meet the specific needs of the Marshall Center. Lectures and events are recorded via PAL DVCAM, VCRs and Avid Video Editing software for use in a variety of means, both analog and digital. Both facilities can be joined via fiber optic connection and a Multi-CCU configuration of the DCN. In addition, video and audio in multiple languages can be sent to the base closed-circuit cable system via fiber optic connection. Classes and presentations are conducted using computers, Power Point presentations, DVDs, digital media, Video-teleconferencing via Tandberg 6000, and the linking of the two conference facilities. Redundancy and backup are provided using a variety of switchers, patch panels and infra-red transmitters for the Philips Interpretation System. Classes and lectures are mixed live to tape and the Avid Editing system using professional mixers, scan converters for PC signals, and cameras controlled by the DCN. Installing the new DCN system will involve the de-installation of 250 microphone/channel selection stations in the Plenary hall and interpreter’s booths, the re-installation of 250 new microphone/channel selection stations, reconnecting the units via fiber optic connectors, installation of Central Control Units (CCUs) in the Plenary’s Control Room, integration of the DCN system with the Marshall Center’s Crestron control system, Sound Web audio distribution system, Tandberg video teleconferencing systems, and 12 video cameras, and the programming of the DCN CCUs to correctly interface with the existing systems.
