- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.This is a notice of intent to award a sole source contract. The Department of Veterans' Affairs, James A. Haley Veteran's Hospital (JAHVH) located in Tampa, FL intends to solicit and negotiate with A1 Access Control Systems, Tampa, FL, the procurement and installation of 22 door card readers. The card readers and proximity readers needed are Nex Watch; software needed is Nex Watch, Pro Watch 3. These card readers are an addition to the current system already in place within our facilities. A1 has provided the software, upgrading and programming since its initial installation; therefore they are intimately familiar with our systems and our facility. The installation of the card readers by A1 is necessary to maintain the standardization of the current system and to reduce the time it will take to train a different vendor on the systems used at our facilities. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received by 10:00 a.m. EST, 11 April 2008, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS 561621 with a size standard of $11.5 million.
