- Solicitation 8008-05 seeks on call (OC) flight services consisting of small (not more than 7,000 pounds approved gross weight), turbine engine, three-passenger seat helicopters to support Department of the Interior, (DOI) bureaus and offices in their transport needs within the Conterminous 48 States. Contractor services include provisions of small helicopters, pilot(s), fuel, aircraft maintenance support, and all other associated equipment, as prescribed in the government's solicitation. Mission activities are for interagency fire management program and other related resource support and may include, but are not limited to, fire suppression, fire monitoring, initial attack, prescribed fire, aerial ignition, rehabilitation seeding, and other administrative activities. Contractor(s) must possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133 and 137. Aircraft offered must also be carried on the Contractor's list required by 14 CFR Part 135.63 or Operations Specifications Part D, "Aircraft Listing," as appropriate. The contract period will be from the date of award through April 30, 2009 for the first year and if renewed, May 1, 2009 through April 30, 2010. The Government reserves the right to negotiate project pricing should individual projects of 30 days or less be required. Such projects that would arise would be for seeding and prescribed burning requirements. Multiple awards are expected to be made. SPECIAL NOTICE. The DOI is in the process of making changes on how they acquire some aircraft services. A DOI Call-When-Needed (CWN) program is being developed that encompasses several different types of on call (OC) contracts to support DOI aviation program needs and missions. This solicitation is one of those on call contracts. Interagency approved small helicopters will no longer be approved or utilized under a DOI, Aircraft Rental Agreement (ARA). Small helicopters supporting interagency fire management activities must be under an exclusive use or on call (OC) contract if the operator wishes to do business with DOI for this activity. This is the only planned OC small helicopter solicitation that is planned for issuance for the next two years requirements. If you operate these types of aircraft and are interested in continuing your for fire support to the DOI under DOI procurement systems, you will need to submit a proposal as provided herein and be awarded a contract from the solicitation. If an individual aviation vendor holds a DOI ARA and the same services can be provided via the on-call helicopter contract, the ARA may be cancelled. We plan on eliminating duplicate procurements when possible. It is a requirement that any successful awardee must be registered in the Central Contractor Registry (CCR) prior to award being made. It is the offeror's responsibility to ensure registration is accurate and valid. Solicitation information will be available through the fedbizopps site (found under Department of the Interior, Office of the Secretary, NBC, Aviation Management Headquarters, Boise, ID) and at http://amd.nbc.gov. This solicitation is set aside for small business concerns. The anticipated issue date of the solicitation is April 15, 2008 with a closing date of May 6, 2008.
