Description
NASA/LaRC has a requirement for High-Speed Digital-Video Recorder System to supportthe NASA Engineering and Safety Centers CEV Max Launch Abort System Project (MLAS). TheMLAS flight test shall use off-the-shelf hardware to demonstrate an innovative flightconcept of a Launch Abort System operating in a Pad Abort environment.Thisdigital-video recorder system is fundamental to characterizing the core flight testevent. NASA/LaRC intends to purchase the items from IO Industries who is the only responsiblesource that offers a compact (12x8x6 inch), ruggedizeable, multi-camera data recorder forhigh-speed (200 frame-per-second) Camera Link cameras, with the capability to store datain physically separate hard drives (>100 ft away). This digital-video recorder systemis required for avionics integration, vibration, shock, and environment testing.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 17, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
