- Description
- Fort Carson Directorate of Contracting (DOC) is seeking to identify the interest of Service-Disabled Veteran-Owned small business contractors that have the capability of working with Polychlorinated Biphenyls (PCBs). Fort Carson has a requirement to remove and replace PCB contaminated transformers at buildings 1129, 1350, 1360, 1361,1362, 1368, 1369, 1662, 1668, and 8000 and to test and document the results of testing 500 additional transformers at Fort Carson. The NAICS code for this procurement is237130 with a size standard of $31,000,000.00. The Contractor will be required to dispose of and replace the transformers IAW the Toxic Substances Control Act 40 CFR Part 761, the Resource Conservation and Recovery Act (RCRA) 40 CFR Parts 260-282, the Colorado Department of Public Health and Environment (CDPHE), 6 CCR 1007-3. The successful contractor will need to be able to handle and properly dispose of PCB contaminated material and work around High Voltage Electric lines and equipment. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. All parties are advised that this project may be revised or canceled at any time during the solicitation, selection, evaluation, negotiation, and final award. The majority of the work is considered to be construction work and Davis Bacon requirements will apply. The estimated magnitude of construction for this procurement is between $500,000 and $1,000,000. The sucessful contractor must be able to provide 100% performance and payment bonds. In responding to this sources sought, please indicate your: (1) interest and ability to do the above work (2) if your business is 8(a), Service-Disabled Veteran-Owned, and/or HUBZone certified, large, or small. (3) Past experience performing this type of work.(4) Bonding Capacity (5) Company information to include Company Name, Physical address, Phone Number, and E-mail address, and point of contact (POC). Submit this information to the POC below, preferably via e-mail at sarah.mehlenbeck@us.army.mil. Releaseof a synopsis of the requirement is anticipated in May 2008. An actual solicitation is anticipated to be issued in June 2008. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov at that time. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package and any amendments. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective offerors who would like their company name included on the Bidders Mailing List may do so on the FBO website under Interested Vendors List. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
