Description
The US Government, represented by the U.S. Agency for International Development (USAID) in Peru intends to seek proposals from qualified U.S. and local organizations interested in providing services to strengthen counternarcotics policies and related institutions in Peru. The activity will work to create a critical mass of public and civil society actors who are well-informed on counternarcotics-related issues and who can help advance policy that furthers GOP and USG objectives of controlling illicit coca and promoting integrated licit development in coca growing regions. The objectives will be achieved through three primary areas of intervention: a) Build a core critical mass of public and civil society leaders (in Lima and in regions) able to engage meaningfully in counternarcotics policy formulations and debates. b) Provide technical assistance to key Ministries, members of Congress, and other government actors on policy formulation. c) Strengthen DEVIDA so that it can successfully perform its role in coordinating counternarcotics policies and programs. USAID plans to award a Cost Plus Fixed Feed (CPFF) completion-type contract covering a total estimated period of four years: A three (3) year base period and (1) one-year option period. Offerors must propose costs that they believe are realistic and reasonable for the work. Cost proposals will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results. This is a full and open competition, under which any type of U.S. or local organization (large or small commercial [for profit] firms, educational institutions, and non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15 shall apply. Offerors are advised that funds are not yet available for award at this time and that contract award is also subject to the approval of Mission Operational Plans. This solicitation in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government. All information required for the submission of an offer will be contained in the electronic RFP package that will be posted at www.fedbizopps.gov, on or about March 26, 2008. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. Telephonic request or inquiries pertaining to details regarding this RFP will not be taken. Responses to this RFP will be due approximately 30 days after release of the formal solicitation.
