Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quote (RFQ), and RFQ No. HSCG23-08-Q-2DB034 shall be referenced on any quotation submitted. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24 and Homeland Security Acquisition Regulation (HSAR), current to 11 January 2007. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This requirement is being solicited as small business set-aside using Simplified Acquisition Procedures per FAR Subpart 13. This requirement consists of the contractor delivering a quantity of four ergonomic marine pedestal chairs on a firm fixed price basis. The four pedestal chairs shall have the following salient physical characteristics: (1) adjustable pedestal with boltable deck mounted interface plate; (2) locking swivel; (3) folding footrest; (4) aluminum weld construction; (5) fore and aft movement/adjustment; (6) upholstery shall be “Black Naugahyde”; (7) metallic frame shall be powdercoat: “Midnite Black”; (8) adjustable/swivel arm rests; and (9) low backrest. The four pedestal chairs shall be delivered FOB Destination preferably within three weeks of receipt of a purchase order, but no later than four weeks of receipt of a purchase order to the following location: U.S. Coast Guard, C/O Northrop Grumman Ship Systems, 1000 Access Road, Pascagoula, MS 39581. The point-of-contact at the receiving location will be provided upon award. The current versions of the following clauses and provisions apply to this acquisition, and incorporated by reference: (I) FAR 52.212-1, Instructions to Offerors- Commercial Items. Addendum to clause. Please acknowledge all requirements on quotations. Vendors must provide brochures/literature of the items being offered along with their quote. The technical literature submitted needs to clearly communicate that the vendor understands the minimum salient characteristics listed above and compliance issues as set forth in this RFQ. (II) FAR 52.212-2, Evaluation- Commercial Items (a) The award shall be made to the vendor that offers the best value to the Government. Best value will be determined by technical-ability of the items offered by the contractor to meet the salient characteristics described above as demonstrated in the vendor’s quotation, relevant past performance- please provide a list of three contracts with POC information for the same as or similar to the requirements specified in this synopsis/solicitation, and price.; (III) FAR 52.212-3, Offeror Representations and Certifications- Commercial Items. Each vendor shall include a completed copy of this provision. Vendors shall complete only paragraph (l) of this provision if the vendor has completed the annual representations and certifications electronically at http://orca.bpn.gov. If a vendor has not completed the annual representations and certifications electronically at the ORCA website, the vendor shall complete only paragraphs (b) through (k) of this provision; (IV) FAR 52.212-4, Contract Terms and Conditions- Commercial Items, and ADDENDUM to Contract Terms and Conditions- Commercial Items: HSAR Provision 3052.209-70 Prohibition on Contracts with Corporate Expatriates (a full copy of this HSAR Provision will be provided to interested vendors upon request); and (V) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders- Commercial Items, the following FAR clauses in paragraph (b) apply: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.225-15, 52.232-33, and 52.232-34. Quotes are due at or before 1000 hours, Eastern Time, 15 April 2008, and shall be sent to the Contract Specialist, Shelly Parker, via email at Shelly.L.Parker@uscg.mil. Facsimile or hand delivered quotations will not be permissible. All questions shall be sent to the attention of the Contract Specialist, Shelly Parker, via email at Shelly.L.Parker@uscg.mil no later than 1000 hours, Eastern Time, 11 April 2008, and will be answered either by an amendment or attachment to this solicitation posted on fedbizopps.gov. It is the vendor’s responsibility to monitor this site for the release of amendments or attachments (if any).
