Description
THE DUE DATE FOR PROPOSALS AS IDENTIFIED ON SF-1449, BLOCK 8 IS 5/27/08, 4:30 P.M. MST. The US Forest Service, Incident Support Branch at the National Interagency Fire Center in Boise, Idaho is issuing a solicitation for the dry lease (aircraft without fuel, crews, and pilots) for a minimum of ten (10) and a maximum of up to twenty (20) aircraft including complete contractor provided maintenance support. The aircraft will have a staggered delivery of five (5) aircraft by January 5, 2009, three (3) additional aircraft delivered by February 2, 2009, and the final two (2) aircraft delivered by March 2, 2009. The base period of the contract will commence at contract award through September 30, 2009 with two (2) one year options. The period of performance for option one will be October 1, 2009 through September 30, 2010 and the period of performance for option 2 will be October 1, 2010 through September 30, 2011. The aircraft will be utilized by the US Forest Service National Aviation Groups for support of Fire and Aviation Management activities. The solicitation, and the resultant commercial, indefinite quantity type contract will be awarded for the dry lease of manufacture built, single or multi-engine, turbine powered aircraft. The successful Contractor shall make the aircraft available for year-round, exclusive use by the Federal Government pilots primarily for Aerial Supervision Module (ASM) platforms associated with wildland fire. Other types of work, to a lesser degree, will be resource management, passenger and cargo transportation, law enforcement, pilot training and proficiency, and administrative activities. All aircraft offered shall be the same make, model and series. The Aerial Supervision mission consists of directing and guiding large air tankers into a fire area, and as necessary, leading them during actual retardant drop(s). This means operating below 500 fee AGL in steep mountainous terrain in turbulent conditions. In all cases, the aircraft may have other Government qualified Government pilots will operate all of these aircraft. The Contractor shall provide the aircraft, complete maintenance of the aircraft, and all oil for the aircraft. The Government shall provide the pilots and all the fuel for the aircraft.
